Mr. Foster McMasters
Metcaif & Eddy of Ohio, Inc.
Ntay 16, 2000
Since early 1998, several components for the 2000 Dewatering Centrifuge Project have been
purchased and installed. These components include a new electrical distribution conduit
between the existing Odor Crroup B/C Motor Control Center (MCC) and the Sludge Loadout
Building (SLB), a polymer feed pump and new variable frequency drives (VFDs) for the
Thermal Conditioning Sludge Feed Pumps. Presently, the City is investigating purchase and
installation of new mixed sludge grinding devices to replace the existing devices located on
the suction side of the Theimal Conditioning Sludge Feed Pumps. The technical data for the
polymer feed pump and the new VFDs are included in Attachment 2 to this letter.
As each component is selected andior procured by the City, the product data sheets will be
provided to the selected design professional at the time of the selection and/or procurement.
This will aid in the incorporation of each component in to the design work of the proj ect.
General Information for the Professional Services for the 2000 Dewatering Centrifuge
Project
The professional services shall be completed in ttvo separate parts. The first part of the
? services are identified in this request as the Inirial Professional Services. The second part of
the services are identified in this request as the Final Professional Services.
The first part includes certain hydraulic analyses, prepazation of drawings and other detail
design services for the future centrifuge sludge feed pumping and piping, the future centrate
line to the existing Secondary Retnrn Well and a future I&C conduit. The first part of the
services essentially includes all work outside of the SLB.
The second effort includes a SLB pumping, piping, conveyor and electrical and I&C control
panels aud conduiting layout plan, profile and details drawings. The second effort also
includes detailed machinery and tankage support slab design services for the equipment to be
placed inside the SLB according to the final SLB layout drawings. Therefore, the second part
of the services essenrially includes all work inside of the SLB.
Given the need to operate the existing facilities during construction of the project, it is
necessary to analyze and design the complete dewatering centrifuge sludge feed system, the
centrate line and an I&C conduit in two phases. When both phases are cornplete, existing
Thermal Conditioning Sludge Feed Pumps and discharge piping will have been modified
into a complete dewatering centtifuge sludge feed system capable of supporting two com-
plete dewatering centrifuge systems. The first phase will a11ow the existing LPO 1 unit and
the existing vacuum filtrarion units to remain operable as the complete dewatering centrifuge
system is brought into operation during 2000. The second phase would be completed after
?
