<br />(B) Only offers of proposal received by the City by a date certain as established in the <br />specifications may be considered by the City. All offers of proposal timely received by the <br />City shall be submitted to the Board of Control as soon as is practicable for review and <br />recommendation before any legislation may be introduced authorizing and/or directing the <br />Mayor, on behalf of the City, to enter into any such contract. <br />(C) This section shall not apply to contracts entered into pursuant to Article XI of the <br />Charter, entitled, "Franchises;" to sales or leases of real property owned by the City; to sales <br />of personal property governed by either Section 525.15 or Chapter 955 of the Codified <br />Ordinances; or to contracts for the abatement of real property talces. <br />SECTION 2: That any Ordinance or parts of Ordinances inconsistent with or in conflict <br />with this Ordinance, to the extent of any such inconsistency or conflict with this Ordinance, be <br />and hereby are repealed. <br />SECTION 3: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare and for the <br />further reason that it is immediately necessary to enact this legislation in order to maximize <br />revenues to the City and to protect the public's faith and trust in its local governmental leaders; <br />and further provided it receives the affirmative vote of two-thirds of all members of Council, it <br />shall take effect and be in force immediately upon its passage and approval by the Mayor. <br />PASSED: <br />A7TEST: <br />BARBARA L.
