<br />(2) The motor vehicle is being operated by or for the transport of a <br />handicapped person and is displaying a parking card or special <br />handicapped license plates. <br />(g) When a motor vehicle is being operated by or for the transport of a person with <br />a disability that limits or impairs the ability to walk and is displaying a removable windshield <br />placard or a temporary removable windshield placard or special license plates, or when a <br />motor vehicle is being operated by or for the transport of a handicapped person and is <br />displaying a parking card or special handicapped license plates, the motor vehicle shall be <br />permitted to park for a period of two hours in excess of the legal parking period permitted by <br />local authorities, except where local ordinances or police rules provide otherwise or where the <br />vehicle is parked in such a manner as to be clearly a traffic hazard. <br />(h) As used in this section: <br />(1) "Handicapped person" means any person who has lost the use of one or <br />both legs, or one or both arms, who is blind, deaf or so severely <br />handicapped as to be unable to move without the aid of crutches or a <br />wheelchair, or whose mobility is restricted by a permanent <br />cardiovascular, pulmonary or other handicapping condition. <br />(2) "Person with a disability that limits or impairs the ability to walk" has <br />the same meaning as in Ohio R.C. 4503.44. <br />(3) "Special license plates" and "removable windshield placard" mean any <br />license plates or removable windshield placard or temporary removable <br />windshield placard issued under Ohio R.C. 4503.41 or 4503.44, and also <br />mean any substantially similar license plates or removable windshield <br />placard or temporary removable windshield placard issued by a state, <br />district, country or sovereignty. <br />SECTION2: That Section 351.20, which currently reads as follows: <br />351.20 HANDICAPPED PARKING. <br />(a) Special parking locations and privileges for the handicapped shall be provided <br />and designated at all offices and facilities of the City where parking is provided, whether <br />owned, rented or leased by the City. Such locations shall be reasonably close to exits, <br />entrances, elevators, ramps and each handicapped parking space shall not be less than twelve <br />by twenty feet. <br />(b) Special parking locations and privileges for handicapped may be designated at <br />any commercial establishment as may be provided by the owner or tenant thereof. <br />(c) The City shall develop a standard sign designating the area as a handicapped <br />parking area which, among other things, shall indicate that any other parking shall be <br />prohibited and shall be considered to be a violation of this section. Such sign shall be placed in <br />front of each designated parking space which shall be installed by virtue of, either subsection <br />(a) or (b) hereof. <br />(d) For the purposes of this section, only persons who are handicapped as defined <br />by Ohio R.C. 4511.69(H), and who have obtained and displayed either a special license plate <br />4 <br />
