?. <br />CITY OF NORTH OLMSTED <br />ORDINANCE NO. 99-136 <br />By: Councilman Duane Limpert <br />AN ORDINANCE AUTHORIZING A SPECIFICATION <br />REQUIREMENT FOR MINORITY BUSINESS ENTERPRISE (M.B.E.) <br />AND WOMEN BUSINESS ENTERPRISE (W.B.E.) PARTICIPATION IN <br />FISCAL YEAR 2000 COMMUNITY DEVELOPMENT BLOCK GRANTS <br />PROJECTS OF 15% FOR M.B.E AND 5$ FOR W.B.E., <br />AND DECLARING AN EMERGENCY AS AMENDED <br />WHEREAS, this Council, after public hearing, has determined <br />the City of North Olmsted qualifies for Community Development <br />Block Grant funds; and <br />WHEREAS, this City has designated multiple projects which are <br />deserving of being funded by Community Development Block <br />Grant funds; and <br />WHEREAS, said projects consist of an effort to eliminate a <br />condition of slum and blight and to provide Americans With <br />Disabilities Act (A.D.A.) compliance and accessibility; and <br />WHEREAS, these projects will provide a direct benefit to Low and <br />Moderate Income persons and improve Improvement Target Areas; and <br />WHEREAS, the City recognizes that these projects will be <br />rated higher and increase their competitiveness if there is <br />participation of either a Minority or Wom.en's Business <br />Enterprise; and <br />WHEREAS, the City recognizes that a higher rating will be <br />given if both an MBE and WBE are participating; and <br />WHEREAS, the City desires to provide for Minority Business <br />Enterprise and Women Business Enterprise participation; and <br />WHEREAS, Cuyahoga County has established goals for <br />participation of Minority Business Enterprise and Women <br />Business Enterprise for construction related projects of 15% to <br />25% for M.B.E. and 5% to 20% for W.B.E.; and <br />
