WEERF.AS, this Council has been apprized that this City each year loses substantial amounts of income tax revenues because developers, contractors, and subcontractors fail to properly withhold and report income earned by employees working at construction sites within the City; and WHEREAS, this Council desires to impose a requirement on developers to gather and provide the Director of Finance with information which will enable her to work with the Regional Income Tax Agency (RITA) and other central collections agencies to ascertain whether the employees of developers, owners, contractors and subcontractors, who work at construction sites in the City, are paying a11 of the income taxes which are due to the City of North Olmsted; and WRExF.AS, this Council believes that withholding occupancy permits from applicants until such times as the applicants for said permits provide the Director of Finance with necessary tax-related information concerning employees working at construction sites in the City is reasonable and will serve to assure that such information is timely and accurately reported; and a7LF.RF.AS, it is the desire of this Council to amend the City Zoning Code to include the provisions which follow herein conditioning the issuance of occupancy permits upon the reporting of such taac information; and WH?RF.,4S, after careful consideration, the Planning Commission of the City, on the day of , 1999, recommended approval of the following amendment to the Zoning Code.
