(a) This Council hereby finds that exterior fighting, when improperly designed, <br />instaed, and/or maintained, can create nuisance conditions upon neighboring properties, particulazly <br />upon residernial neighbors. Such rnusance conditions typically manifest themselves umeasonable light <br />trespass, glars and irritating movement. Accordingly, it is the interrt of this Council that the following <br />provisions of this Chapter be construed to penalize conduct which is likely to cause nuisance conditions <br />to be visited upon neighbars and which unreasonably imerferes with the neighbor's full and peaceful <br />errijoymern of his property. <br />(b) This Council further finds that pazking and circulation areas, pedestrian areas and <br />related outdoor use azeas should be illuminated with a primary purpose to provide safety and security <br />for the users of these areas, to provide security for property, and to maintain privacy for adjacent <br />residential properties. <br />556.02 LIGHTING N[TISANCE STANDARDS. The foilowing standards apply to <br />owners and occupiers of commercial, industrial and mukrfamily property located in the City of <br />North Olmsted. Terms relating to lighting as used herein shall have the same meanings as set <br />forth in Section 1161.12 of the Zoning Code. <br />(a) Illumination Levels. Illumination from eaterior lighting prnvided upon <br />commercial, industrial and multi-famity properties s6al1 not exceed the levels set forth in Section <br />1161.12 of the Zoning Code. <br />(b) Light Trespass. Eaterior lighting on commercial, industrial and multi-family <br />properties shaR be designed and main?tained so as to provide a maximum of one half (.5) <br />footcandle illumination at side or rear lot lines that aze adjacent to, or directly across a residential <br />street from, propeity located in a residernial use or zoning distiict, and so that no light from such <br />eaterior 6ghting is cast on any adjacent properties, regardless of use, or on any adjacent stireets. <br />(c) Glare.
