? <br />??. <br />Ordinance No. 99-77 <br />Page 4 <br /> <br />"Glare" means stray, unshielded Gght striking the eye that may be viewed by the <br />average person as resulting in (a) nuisance or aanoyance glare sueh as fight s6ining into <br />a window; (b) discomfort gtare such as bright light causing squinting of the eyes; (c) <br />disabling glare such as bright light reducing the ability of the eyes to see into shadows; <br />or (d) reduction of visual performance. "Glare" also includes fight emitting from a <br />luminaire with an iwtensity great enough to reduce t6e average viewer's ability to see, <br />or, in eztreme cases, causing momentary blindness. <br />•"Lamp" means the source of electric Gg6t: the bulb and its 6ousing. To be <br />distinguis6ed firom the whole assembly (see "luminaire"). <br />•"Luminaire" means the complete lighting unit, including the lamp, the fizture, and <br />ather parts. <br />•"Non-essential" means lighting t6at is not necessary for an intended purpose after the <br />purpose has been served. Non-essential Gghting does not include any sign lighting or <br />lighting used for safety and/or public circulation purposes. <br />•"Partially shielded" means the bulb of the fiature is shielded by a translucent siding <br />and the bulb is not visible at all. Light may be emitted at the horizontal levet of the <br />bul6. <br />(b) Parking areas of commercial, industrial and multi-family residential property sha11 be <br />illuminated in accordance with the provisions of this Section. Such illumination shall be designed <br />and located so that light sources aze shielded from adjoining residential districts and streets, so that <br />illumination levels comply with the provisions of this Section, and so that glare is not created. <br />(c) Illumination Levels. AU owners of commercial, industrial and multi-family <br />property located in the City of North Olmsted shall provide the mazimum maintained foot- <br />candle (fc) illumination on their properties as follows: <br />
