Ordinance No. 99-77 Page 4 "Glare" means stray, unshielded Gght striking the eye that may be viewed by the average person as resulting in (a) nuisance or aanoyance glare sueh as fight s6ining into a window; (b) discomfort gtare such as bright light causing squinting of the eyes; (c) disabling glare such as bright light reducing the ability of the eyes to see into shadows; or (d) reduction of visual performance. "Glare" also includes fight emitting from a luminaire with an iwtensity great enough to reduce t6e average viewer's ability to see, or, in eztreme cases, causing momentary blindness. •"Lamp" means the source of electric Gg6t: the bulb and its 6ousing. To be distinguis6ed firom the whole assembly (see "luminaire"). •"Luminaire" means the complete lighting unit, including the lamp, the fizture, and ather parts. •"Non-essential" means lighting t6at is not necessary for an intended purpose after the purpose has been served. Non-essential Gghting does not include any sign lighting or lighting used for safety and/or public circulation purposes. •"Partially shielded" means the bulb of the fiature is shielded by a translucent siding and the bulb is not visible at all. Light may be emitted at the horizontal levet of the bul6. (b) Parking areas of commercial, industrial and multi-family residential property sha11 be illuminated in accordance with the provisions of this Section. Such illumination shall be designed and located so that light sources aze shielded from adjoining residential districts and streets, so that illumination levels comply with the provisions of this Section, and so that glare is not created. (c) Illumination Levels. AU owners of commercial, industrial and multi-family property located in the City of North Olmsted shall provide the mazimum maintained foot- candle (fc) illumination on their properties as follows:
