and hereby is, repealed. In addition to any other Ordinance, or part of any Ordinance, which is by implication repealed, this Council specifically repeals Section 2 of Ordinance No. 90-161, which reads as follows: "That an employee, as specified in this Ordinance, shall become eligible for vacation leave on his anniversary date. Vacation leave may be carried over from one yeaz to the next, but in no event, shall an employee carry more vacation from one year to the next in excess of the amount of vacation earned in the prior year, and then, only, upon the approval of the employee's immediate supervisor. An empioyee may be paid for carry over vacation time in lieu of time off provided, however, that approval therefor is obtained from the employee's immediate supervisor, and, in any event, all employees must take a minimum of five uninterrupted days off each year. " SECTION 3: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and for the further reason that it is immediately necessary to repeal Section 2 of Ordinance No. 90-161 and amend Section 161.11 of the Administrative Code to clarify and make more equitable the City's policy regarding the use, carryover and payment of accumulated vacation leave earned by non- bargaining unit employees, and further provided it receives the affirmative vote of two-thirds af all members of Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor. , PASSED: J BARBARA L.
