14 <br />Ordinance No. 99-04 page 2 <br />WHEREAS, if multiple projects are declared eligible the City will select the project which <br />is jointly agreed upon with Cuyahoga County; and <br />WHEREAS, the City of North Olmsted will provide all other funding and leverage <br />requirements for the project which is selected with the following estimates: <br />Funding From Leverage % <br />city City C.D.B.G. <br />A.D.A. Compliance At Springvale Ballroom $ 64,000 40.0 60.0 <br />West 230th Street And Sewer Improvements $179,000 54.4 45.6 <br />West 232nd Street And Sewer Improvements $139,000 48.1 51.9 <br />WHEREAS, the purpose of these projects are to provide A.D.A. compliant accessibility <br />to the Springvale Ballroom facility and to provide accessible restrooms and to provide <br />street and sewer improvements in the West 230th - West 232nd - Mildred Avenue <br />Improvement Target Area; and <br />WHEREAS, these projects will provide a benefit to older persons and persons with <br />disabilities and provide a benefit to low and moderate income persons living in a Low and <br />Moderate Income Area and an Improvement Target Area; and <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council does hereby authorize and direct Don Copeland, <br />Director of the Department of Human Resources, to apply for <br />Community Development Block Crrant funds for Fiscal Year 1999, <br />on behalf of the City of North Olmsted. Included in the application <br />shall be the aforesaid projects. <br />SECTION 2: That this ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety, <br />and welfare, and for the further reason it is immediately necessary for the <br />City to file an application for Community Development Block Grant <br />funds on or before March 01, 1999, and further, provided it receives the <br />affirmative vote of two-thirds of all members of the Council, it shall take <br />effect and be in force immediately upon its passage and approval by the <br />Mayor. <br />
