The September 6, 2001 City of North Olmsted, Ohio revised pilot testing plan of <br />study memorandum recommending a second phase of pilot testing for the <br />stabilization of North Olmsted Wastewater Treatment Plant Biosolids at the City of <br />North Royalton, Ohio Sludge Composting Facility by the City of North Royalton, <br />Ohio. <br />C. The December 31, 2001 pilot test report prepazed jointly by the City of North <br />Olmsted, Ohio and the City of North Royalton, Ohio for continuation of the <br />stabilization of North Olmsted Wastewater Treatment Plant Biosolids at the City of <br />North Royalton, Ohio Composting Facility. <br />D. The December 29, 2003 cost proposal letter offered by the City of North Royalton, <br />Ohio. <br />SECTION III - QUALITY OF SERVICE <br />A. The City of North Olmsted, Ohio agrees either to transport or to have transported at <br />least one 23 cubic yard container of North Olmsted Wastewater Treatment Plant <br />biosolids to the City of North Royalton, Ohio Sludge Composting Facility each day <br />Monday through Friday over the duration of this Interim Agreement except for <br />holidays recognized by both the City of North Olmsted, Ohio and the City of North <br />Royalton, Ohio. <br />B. The City of North Olmsted agrees to complete a monthly laboratory analysis of a <br />composrte sample prepared from discrete samples of the biosolids in each container <br />transported to the City of North Royalton, Ohio Sludge Composting Facility for <br />percent total solids, percent volatile solids, total phosphorus, total mtrate+nitrite <br />nitrogen, total kjeldhal nitrogen, total ammonia, pH, total recoverable aluminum, <br />total recoverable arsenic, total recoverable bis(2-ethylexyl) phthalate, total <br />recoverable cadmium, total recoverable chromium, total recoverable copper, total <br />recoverable iron, total recoverable lead, total recoverable mercury, total <br />molybdenum, total recoverable nickel, total recoverable potassium, total <br />recoverable selenium, and total recoverable zinc. <br />C. The City of North Olmsted agrees to complete an annual laboratory analysis of a <br />composite sample prepared from discrete samples of the biosolids m each container <br />transported to the City of North Royalton, Ohio Sludge Composting Facility for <br />total recoverable dioxin scan and total recoverable polyvinyl chloride (PCB). <br />D. The City of North Royalton, Ohio agrees to accept at least one 23 cubic yard <br />container of North Olmsted Wastewater Treatment Plant biosolids at the City of <br />North Royalton, Ohio Sludge Composting Facility each day Monday through <br />Friday over the duration of this agreement except for holidays recognized by both <br />the City of North Olmsted, Ohio and the City of North Royalton, Ohio. <br />E. The City of North Royalton, Ohio agrees to stabilize and then dispose of all North <br />Olmsted Wastewater Treatment Plant biosolids accepted by the City of North <br />Royalton, Ohio at the City of North Royalton, Ohio Sludge Composting Facility in <br />accordance with the biosolids stabilization and disposal requirements placed on the <br />City of North Royalton, Ohio by the Ohio Environmental Protection Agency in
