? <br />??..?. <br />Ordinance No. 2003-148 <br />Page 2 <br />SECTION 1: That Section 1139.10 of the Planing and Zoning Code, which presently <br />reads as follows: <br />1139.10 DEVELOPMENT PLANS. <br />(a) A site plan sha11 be prepared for all types of proposals of developments in any <br />Business District and submitted in accordance with the provisions of Chapter 1126. Unless <br />exempted by the Planning Commission, plans shall include: <br />(1) Survev. A survey of the property and topography, showing the land <br />owned and proposed for the development. <br />(2) Configuration of abutting property and the location and arrangement of <br />existing development thereon. <br />(3) Buildings. The locations, size and height and use of all main and <br />accessory buildings and their general design and color. <br />(4) Streets. The proposed system of circulation for vehicular traffic, <br />including delivery trucks; and details for connection to present streets; <br />type of pavement; and estimates of traffic volumes. <br />(5) Utilities. The plans for all utility installations and connections. <br />(6) Parking areas' A layout and the number of spaces, design of features and <br />type of pavement. <br />(7) Traffic impact analvsis. Depending upon the type and magnitude of the <br />proposed development, the Commission may require that a traff'ic impact <br />analysis be prepared by a professional traffic engineer. <br />(8) Miscellaneous. Other site development elements, including grading and <br />drainage patterns, designs of landscaped yards, planting areas and <br />screening adjoining residential areas. <br />(b) If the Commission finds the plans are in accordance with this Zoning Code and <br />other ordinances of the City, the development plan may be submitted to the Architectural Board <br />of Review for study and approval. The plan may be modified by the same procedure. No <br />building permits shall be issued by the Building Official until such development plan has been <br />approved as provided herein. <br />(c) Failure to secure a building permit for a11 or an independent component of the <br />plan within one year after approval by the Commission shall void the plan as approved, unless <br />an extension of time is approved by Council. <br />(Ord. 90-125.
