<br />Ordinance No. 2003-104 <br />(f) Whenever a person is riding a bicycle upon a sidewalk or street, such person <br />shall yield the right of way to any pedestrian and shall give an audible signal <br />before attempting to overtake and pass a pedestrian or another bicycle. This <br />audible signal must be given only by a bell or other warning device capable of <br />giving an audible signal, but in no event shall a siren or whistle be used for <br />signaling purposes. Such signal shall be given at a distance and in such a <br />manner as not to startle a person being overtaken and passed. <br />(g) No person shall ride a bicycle across or through an intersection when crossing <br />a through street. Such intersections are to be crossed by walking the bicycle <br />across or through the intersection. <br />(h) Whenever a person is riding a bicycle upon a sidewalk, the person, before <br />overtaking and passing a blind person carrying a white cane, shall dismount <br />and overtake or pass on foot; <br />(i) When a bicycle is operated on a street, the operator shall give hand signals <br />before turning, changing lanes or stopping. Such signals shall conform with <br />the Motor Vehicle Laws of the State. <br />(j) Every rider of a bicycle shall exercise due care to avoid colliding with any <br />pedestrian or any vehicle upon any roadway, sidewalk or bicycle path, or <br />endangering the life, limb or property of any person while in the lawful use of <br />the streets, sidewalks or any other private or public property." <br />Be amended, and, as amended, shall read in their entirety as follows: <br />"373.06 LICENSE ISSUANCE OR REFUSAL; RECORDS. <br />(a) The Chief of Police, upon receipt of the proper application aEeempanied-by <br />the required-€ee, is authorized to issue a bicycle license which shall have no expiration. <br />(b) The Chief of Police shall not issue a license for any bicycle when he knows or <br />has reasonable grounds to believe that the applicant is not the owner or entitled to the <br />possession of such bicycle, or that such bicycle is not in safe operating condition. <br />(c) The Chief of Police shall keep a record of the number of each license, the date <br />issued, the name and address of the person to whom issued, the name and address of the <br />owner's parents or guardian if the owner is a minor, the name of the manufacturer, color, <br />serial number or other identifying marks of the bicycle for which issued, and other <br />information as the Chief of Police shall deem pertinent. <br />373.08 LICENSE PLATE AND CARD. <br />(a) At the time of registration the Chief of Police shall furnish to the applicant a <br />durable registration plate bearing the license number assigned to the bicycle and the name <br />of the City. He shall also issue a registration card to the applicant reciting that the bicycle <br />has been registered in the name of the owner. Such registration card shall also recite the <br />serial number of such license. <br />
