713.02 PURPOSE. The purpose of this chapter is to establish minimum standards necessary to make all apartments and rental structures safe, sanitary, free from fire and health dangers, fit for human habitation and beneficial to the public welfare; to establish minimum standards governing the maintenance of apartment and rental structures in such condition as will not constitute a blighting or detenorating influence on the neighborhod and the community; to fix responsibilities of owners and occupants of apartment and rental structures with respect to sanitation, repair and maintenance; to establish enforcement procedures, and to fix penalties for violations. (Ord. 68-199. Passed 1-7-69.) 713.03 LICENSE REQUIRED; FEE. No person shall let, rent or lease for occupancy, either as owner, lessor, agent or attorney, an apartment unit or units within the City without first having obtained a license from the City Building Department. The license shall be renewable on January 1 of each and every year thereafter during the period of occupancy. The fee for such license shall be hwenty five dotlars ($25.00) plus an additional ten ($10.00) for each individual dwelling unit to be occupied. (Ord. 68-199. Passed 1-7-69.) 713.04 APPLICATION FOR LICENSE. (a) New Construction. Application for licenses shall be obtained from the Building Depart ment at t e time a uilding permit is issued for construction of such apartment. The application shall be returned to the Building Commissioner with the required license fees before a certificate of occupancy is issued. (b) Existin A artments. Applications for presently existing apartments at the time of passage o t is c apter, (Orclinance 68-199, passed January 7, 1969) shall be obtained from the Building Commissioner before February, 1969. (Ord. 68-199. Passed 1-7-69.) 713.05 INSPECTIONS. The Building Commissioner or his agent or the Fire Chief or his agent, prior to the issuance of a license or any renewal thereof, shall make an inspection of the premises to ascertain that there are no violations of City ordinances, the Fire Prevention Code, or State laws. A license shall not be issued or renewed by the Building Commissioner until he has received a report from the Fire Chief that no violation of the Fire Prevention Code exists or until any violation found on the premises has been corrected. (Ord. 68-199. Passed 1-7-69.) 713.06 CONSTRUCTION OR REPAIR PERMIT; APPLICATION AND APPROVAL. (a) Before commencing or proceeding with the erection, constrution, alteration or repair of any building or structure or any part thereof, to be used as an apartment house, rental dwelling, rooming house, dormitory or accessory sleeping quarters for nontransients, a permit therefor shall first be obtained by the owner or his agent or archtect from the Building Commissioner. No person shall commence or proceed with any such work unless such permit shall first have been obtained.
