<br />713.02 PURPOSE. <br />The purpose of this chapter is to establish minimum standards necessary to make <br />all apartments and rental structures safe, sanitary, free from fire and health dangers, fit for <br />human habitation and beneficial to the public welfare; to establish minimum standards <br />governing the maintenance of apartment and rental structures in such condition as will <br />not constitute a blighting or detenorating influence on the neighborhod and the <br />community; to fix responsibilities of owners and occupants of apartment and rental <br />structures with respect to sanitation, repair and maintenance; to establish enforcement <br />procedures, and to fix penalties for violations. <br />(Ord. 68-199. Passed 1-7-69.) <br />713.03 LICENSE REQUIRED; FEE. <br />No person shall let, rent or lease for occupancy, either as owner, lessor, agent or <br />attorney, an apartment unit or units within the City without first having obtained a license <br />from the City Building Department. The license shall be renewable on January 1 of each <br />and every year thereafter during the period of occupancy. <br />The fee for such license shall be hwenty five dotlars ($25.00) plus an additional <br />ten ($10.00) for each individual dwelling unit to be occupied. (Ord. 68-199. Passed <br />1-7-69.) <br />713.04 APPLICATION FOR LICENSE. <br />(a) New Construction. Application for licenses shall be obtained from the <br />Building Depart ment at t e time a uilding permit is issued for construction of such <br />apartment. The application shall be returned to the Building Commissioner with the <br />required license fees before a certificate of occupancy is issued. <br />(b) Existin A artments. Applications for presently existing apartments at <br />the time of passage o t is c apter, (Orclinance 68-199, passed January 7, 1969) shall be <br />obtained from the Building Commissioner before February, 1969. (Ord. 68-199. Passed <br />1-7-69.) <br />713.05 INSPECTIONS. <br />The Building Commissioner or his agent or the Fire Chief or his agent, prior to <br />the issuance of a license or any renewal thereof, shall make an inspection of the premises <br />to ascertain that there are no violations of City ordinances, the Fire Prevention Code, or <br />State laws. A license shall not be issued or renewed by the Building Commissioner until <br />he has received a report from the Fire Chief that no violation of the Fire Prevention Code <br />exists or until any violation found on the premises has been corrected. <br />(Ord. 68-199. Passed 1-7-69.) <br />713.06 CONSTRUCTION OR REPAIR PERMIT; APPLICATION AND <br />APPROVAL. <br />(a) Before commencing or proceeding with the erection, constrution, <br />alteration or repair of any building or structure or any part thereof, to be used as an <br />apartment house, rental dwelling, rooming house, dormitory or accessory sleeping <br />quarters for nontransients, a permit therefor shall first be obtained by the owner or his <br />agent or archtect from the Building Commissioner. No person shall commence or <br />proceed with any such work unless such permit shall first have been obtained. <br />
