<br />CITY OF NORTH OLMSTED <br />RESOLUTION NO. 2003 - 82 <br />BY: Mayor Musial <br /> <br />A RESOLUTION AUTHORIZING THE DIRECTOR OF PUBLIC SAFETY <br />TO ADVERTISE FOR BIDS FOR THE COMPLETE RENOVATION OF <br />THE BASKETBALL COURTS LOCATED IN NORTH OLMSTED PARK AS <br />DETAILED IN THE PLANS AND SPECIFICATIONS ON FILE IN THE <br />OFFICE OF THE DIRECTOR OF PUBLIC SAFETY, AND AUTHORIZING <br />THE MAYOR, FOLLOWING APPROVAL OF THE BOARD OF CONTROL, <br />TO ENTER INTO A CONTRACT WITH THE LOWEST AND BEST <br />BIDDER, AND DECLARING AN EMERGENCY. <br />WHEREAS, on April 7, 2003, the Park and Recreation Commissioner presented a report <br />to the North Olmsted Recreation Commission regarding the condition of the basketball courts at <br />North Olmsted Park, which included a visual assessment by the Recreation Maintenance <br />Supervisor; and <br />WHEREAS, the current status of the courts is as follows: (a) the four back boards and <br />rims are in poor condition; (b) two backboards are altogether without rims; (c) the playing surface <br />is unsafe for play and the risk to injury is high; (d) the surface is not level which results in poor <br />drainage and further erosion of the asphalt surface; (e) standing water covers up to nearly half the <br />playing surface directly under the rims and in high traffic playing areas, due to the lack of proper <br />drainage; and <br />WHEREAS, a quick fix will only prolong the inevitable need to totally reconstruct the <br />basketball courts, including providing for the following: (a) a functional drainage system; (b) a <br />properly level playing surface; (c) the installation of a new surface, along with new standards, <br />back boards, rims and nets, and (d) the completion of the asphalt walking path; and <br />WHEREAS, the necessary plans and specifications for the complete renovation of the <br />basketball courts located in North Olmsted Park are on file in the office of the Director of Public <br />Safety, and <br />WHEREAS, the Recreation Commission has approved, for implementation by the <br />Department of Public Safety, this proposed capital improvement to the City's parks and recreation <br />areas; and <br />WHEREAS, it is the desire of this Council, given the condition of the basketball courts <br />and the need to renovate the courts in time for the summer, to authorize the Director of Public <br />Safety to immediately advertise for competitive bidding in accordance with said plans and <br />specifications on file and to authorize the Mayor to, upon approval of the Board of Control, enter <br />into a contract with the lowest and best bidder; and <br />
