<br /> <br />IX. WESTSHORE ENFORCEMENT BUREAU AND WESTSHORE HAZARDOUS <br />MATERIAL COMMITTEE. <br />? A. In order to provide a greater degree of cooperation in the field of law enforcement, <br />the Council hereby establishes the Westshore Enforcement Bureau. The membership on the Bureau <br />sha11 consist of police chiefs of each member municipality or their alternates specifically designated <br />by them. The Bureau shall have authority to adopt its own rules and bylaws to govem its <br />proceedin,gs, subject to the approval of the Council. Financial responsibility for the Westshore <br />Enforcement Bureau shali rest on the fiscal officer for the Council. No terms and condition.s of any <br />contract shall be binding on the participating municipality unless approved by the legislative body of <br />that municipality. <br />B. In order to improve the ability of WEB to assist the member communities in <br />improving law enforcement services and dealing with law enforcement issues of mutual concern, the <br />Council is specifically authorized to perform all functions and duties in the area of Law Enforcement <br />capable of being performed by each member community, as set forth herein. The member <br />comrnunities have entered into various mutual aid agreements for the purpose of assisting each other <br />in various safety azeas and in order to further and supplement those mutual aid agreements, the <br />Council desires to empower certain individuals ernployed by WEB with the ability and authority to <br />asszst in the area of law enforcement. For the purpose ofproviding this mutual assistance in the area <br />of Law Enforcement, the individual who holds the position of the special agent in charge and other <br />speciai a gents of WEB a s are a pproved by the C ouncil of Governments, otherwise qualified as a <br />Peace Officer pursuant to the Ohi.o Revised Code, may be appointed as a Peace Officer by the <br />Council and Westshore Enforcement Bureau with full police powers throughout the territory of the <br />
