CITY OF NORTH OLMSTED <br />ORDINANCE NO. 95-97 <br />By: Mayor Edward Boyle <br />AN ORDINANCE <br />PURCHASE OF S <br />UTILIZED BY <br />DEPARTMENT <br />ADVERTISING <br />EMERGENCY. <br />RATIFYING AND CONFIRMING THE <br />(FIVE) EMERGENCY VEHICLES TO BE <br />THE NORTH OLMSTED POLICE <br />AS POLICE CRUISERS WITHOUT FIRST <br />FOR BIDS, AND DECLARING AN <br />WHEREAS, the City of North Olmsted Police Department is presently in possession and <br />utilizing 5(five) 1991 police cruisers; each of which has in excess of 100,000 miles of service; <br />and <br />WHEREAS, in December of 1994 the City of North Olmsted entered into a purchase <br />agreement with 7ack Maxton Chevrolet for the purchase of 5(five) 1995 Chevrolet Caprice <br />police cruisers with an expected delivery date of April or May of 1995; and <br />WHEREAS, complications have arisen in the production and delivery of Chevrolet <br />Caprice police cruisers to Chevrolet dealers and therefore the expected delivery date for the <br />previously contracted for police cruisers has been moved from April or May of 1995 to <br />sometime between September of 1995 to March of 1996; and <br />WHEREAS, it has come to the attention of North Olmsted Police Chief Dennis Sefcek <br />and Mayor Boyle that "32 Ford," an automobile dealership with which the City has previously <br />purchased Ford Crown Victoria police cnusers, has presently within its stock a number of 1995 <br />Ford Crown Victoria police cruisers that are available at a time sooner than the expected <br />delivery date of the Chevrolet Caprice police cruisers; and <br />WHEREAS, Numerous state and local police agencies aze in immediate need of <br />replacement police cruisers and the remaining vehicles at "32 Ford" will be sold in a short <br />period of time; and <br />WHEREAS, The Safety Director terminated the City's purchase agreement with Maxton <br />Chevrolet and entered into a purchase agreement with "32 Ford" for the purchase of replacement <br />police cruisers; and <br />WHEREAS, if present bid procedures had been followed, it is improbable that the City <br />will be able to acquire these much needed replacement police vehicles, as the time constraints <br />involved in the present bid procedure will result in a delay of action thereby allowing other <br />police agencies to acquire the same. <br />_.. . ... _x'.. .. ..... . ... _.?. ???- I
