? . <br />CITY OF NORTH OLMSTED <br />Ordinance No. 95-27 <br />By ; Mr. McKay <br />AN ORDINANCE AUTHORIZING A SPECIFICATION <br />REQUIREMENT FOR MINORITY BUSINESS ENTERPRISE <br />AND WOMEN BUSINESS ENTERPRISE PARTICIPATION <br />IN FISCAL YEAR 1995, (21ST YEAR.), COMMUNITY <br />DEVELOPMENT BLOCK GR.ANT PROJECTS OF 1501 FOR <br />MINORITY BUSINESS ENTERPRISE AND 5$ FOR WOMEN <br />BUSINESS ENTERPRISE, AND DECLARING AN EMERGENCY <br />WHEREAS, this Council, after public hearing, has determined <br />the City of North Olmsted qualifies for Community Development <br />Block Grant funds; and <br />WHEREAS, this City has designated a project which is <br />deserving of being funded by Community Development Block <br />Grant funds; and <br />WHEREAS, said project consists of an effort to rehabilitate <br />Virginia Avenue and Summerland Avenue through Street <br />Improvements and Lateral Sewer Improvements; and <br />WHEREAS, these two streets are located in a Low and Moderate <br />Income Area and have substandard asphalt pavement with roadside <br />ditches that are inadequate to handle stormwater; the standing <br />water has not only been a nuisance, but a public health hazard <br />from mosquitoes with two documented cases of La Crosse <br />Encephalitis in 1994 on Summerland Avenue; and <br />WHEREAS, sanitary sewer lateral rehabilitation work is also <br />necessary because of basement flooding; and <br />WHEREAS, the estimated cost for construction, not including <br />engineering services, is $650,000; and <br />WHEREAS, the City recognizes that this project will be <br />rated higher and increase its competitiveness if there is <br />participation of either a Minority or Women's Business <br />Enterprise; and <br />
