<br />, <br />Ordinance No. 95-26 page 2 <br /> <br />WHEREAS, these two streets have substandard asphalt pavement with <br />roadside ditches that are inadequate to handle stormwater; and <br />WHEREAS, the standing water has been a public nuisance and a <br />public health hazard; and <br />WHEREAS, it is also necessary to complete sanitary sewer <br />rehabilitation work because of basement flooding; and <br />WHEREAS, the engineering estimate for all paving, storm sewer and <br />sanitary sewer rehabilitation work is $650,000 in construction, <br />not including engineering services; <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council does hereby authorize and <br />direct Don Copeland to apply for Community <br />Development Block Grant funds for Fiscal Year <br />1995, (21st Year), on behalf of the City of North <br />Olmsted. Included in the application shall be the <br />aforesaid project. <br />SECTION 2: That this ordinance is hereby declared to be <br />an emergency measure immediately necessary for the <br />preservation of the public health, safety, and <br />welfare, and for the further reason it is immediately <br />necessary for the City to file an application for <br />Community Development Block Grant funds on or before <br />March 27, 1995, and further, provided it receives the <br />affirmative vote of two-thirds of all members of the <br />Council, it shall take effect and be in force <br />immediately upon its passage and approval by the <br />Mayor. <br />
