be made available at the first hearing. Group grievances shall be presented in the first <br />instance to the supervisor common to all employees in the group. The grievance <br />procedure outlined in Section 15.5 shall be used throughout. <br />15.3 All grievances must be processed and answered at the proper step in the <br />grievance progression to be considered at the next step. Any grievance that is not timely <br />appealed to the next step of the procedure, will be deemed to have been settled on the <br />basis of the Employer's answer at the last completed step. <br />Time limits set forth herein may only be extended by mutual agreement of the parties. <br />The aggrieved may withdraw a grievance at any point by submitting, in writing, a <br />statement to that affect, or by permitting the time requirements at any step to lapse <br />without further appeal. Any grievance not answered by the Employer or his designee <br />within the stipulated time limits shall be considered to have been appealed to the next <br />step in the grievance procedure. <br />15.4 Written grievances must be filed on the form provided by the OPBA and shall <br />contain, but not be limited to, the following information. <br />1.
