•~, 4` <br />ti ~ <br />CITY OF NORTH OLMSTED ORDINANCE N0.71-~~~ PAGE 2 <br />WHEREAS, the Areawide Board has adopted a constitution and by-laws empowering <br />it to comprehensively plan and to review projects and programs for the region, and <br />having all powers necessary and incident thereto : <br />NOW, THEREFORE, in consideration of the Agre~:ments contained herein, <br />NOACA and the MUNICIPALITY herein agree as follows : <br />1. That the MUNICIPALITY shall cooperate fully with NOACA fn the preparation <br />of plans, in comprehensive planning, and review of projects and programs for the region. <br />2. That the NOACA Board shall administer, direct and coordinate the preparation <br />of its programs in accordance with the various Federal and State requirements. <br />3. That the MUNICIPALITY agrees to appropriate $1, 425.00 as the balance of <br />its share to support the NOACA Work Program for the calendar year 1971, the same to <br />be payable to NOACA not later than thirty (30) days after the execution of this <br />Agreement . <br />4. It is the intent of the MUNICIPALITY that the process contemplated herein <br />will be carved forward on a continuing basis as long as required by action of the <br />National Congress. <br />5. The amount of this Agreement for financial participation by the MUNICIPALITY <br />may be modified in this or subsequent years by written agreement between the parties. <br />IN WTTNESS WHEREOF, the parties to this Agreement have hereunto set their <br />hands this 16thday of November 1971. <br />Ap ved a ~ F <br />. That this Ordinance is hereby declared to be an emergency measure <br />necessary for the immediate preservation of the public peace, health ,safety and <br />welfare of the City of North Olmsted ,for the reason that comprehensive planning and <br />project review for the seven-county area is a necessary attribute of proper municipal <br />function. WHEREFORE, this Ordinance shall take effect immediately upon its passage <br />and approval by`the Mayor of the City of North Olmsted, otherwise from and after the <br />earliest period allowed by law. <br />PASSED: ~~C. ~~- ---- <br />ATTEST: <br />/. ~~ <br />Nora T.
