.r°un6't', <br />,p <br />~ ~ ~~ <br />-~ <br />CITY OF NOF~i OiI+~TED <br />ORDINANCE N0. ~J ~~ "~l <br />AN ORDINANCE ESTABLIS$ING TAP-IN CHARGES FOR CON- <br />NECTIONS TO THE MUNICIPAL SANITARY SEWERAGE SYSTEM, <br />AND DECIARING AN EMERGENCY. <br />WHL'RE:AS, this Council has heretofore authorized the construction of improve- <br />ments and extensions to the sanitary sewerage system of this City and has deter- <br />mined to finance the cost of such construction by the issuance of mortgage revenue <br />bonds, general obligation bonds and notes, and a loan fradn the Ohio Water Develop- <br />ment Authority, and has determined that such bonds and loan shall be retired by <br />the application of surplus revenues of the sanitary sewerage system; <br />WIC ~' , as an essential part of the program for the construction of such <br />improvements to the sanitary sewerage system, this Council has further determined <br />that it is necessary to establish tap-in charges to be made for the privilege of <br />connecting to the municipal sewerage system properties which will be served by <br />such system and the improvements and extensions thereto, so as to provide funds <br />required for the purposes of such system and to distribute more equitably among <br />the users of such system the cost of providing such facilities, and the improvements <br />thereof, such tap-in charges to be those established herein which, in the 3udgment <br />of this Council, are reasonable and proper, having due regard to all relevant cir- <br />cumstances and conditions; <br />NOW, THEREFORE, HE IT ORDAINF.~ by the Council of the City of North Olmsted, <br />State of Ohio; <br />Section 1. From and after January 1, 1972, no person, corporation, public <br />agency, partnership or association whatsoever shall connect, or cause to be con- <br />nected, any building or other structure in the City either directly or indirectly <br />with the municipal sanitary sewerage system for the purpose of discharging sanitary <br />sewage or industrial waste therefrom without first securing from the Director of <br />Public Service a permit for such purpose in a form prescribed by said Director and <br />without first paying a tap-in charge determined in accordance with the provisions <br />of Seetion~ 2 hereof. <br />Section 2. The Director of Public Service shall not issue a permit for the <br />purpose described in Section 1 hereof until the applicant therefor shall have paid <br />a tap-in charge to be determined in accordance with the following; <br />Benefited Unit <br />If Permit Obtained; of One <br />On or before December 31, 19?~+ $290.00 <br />From January 1, 1975 to December 31, 1979 $325• <br />From January 1, 1980 to December 31, 1984 $370.00 <br />From January 1, 1985 and thereafter20.00 <br />Such incremental charges are designed to offset in part the interest <br />costs incurred by the City in issuing notes and bonds and the loan <br />from the Ohio Water Development Authority to pay the cost of con- <br />structing improvements and. extensions to the sewerage system which <br />were not recovered by special assessments. <br />
