! ~~ <br />~ !, ~" <br />~, , a <br />CITY OF NORTH OLMSTED <br />~: <br />ORDINANCE NO. 71-'~ <br />AN ORDINANCE AUTHORIZING AND DIRECTING <br />THE MAYOR OF THE CITY OF NORTH OLMSTED <br />TO ENTER INTO AN AGREEMENT FOR THE ES- <br />TABLISHMENT OF A REGIONAL COUNCIL OF <br />GOVERNMENTS, AND DECLARING AN <br />EMERGENCY. <br />WHEREAS, Chapter 167 of the Ohio Revised Code provides that governing <br />bodies of two or more Municipal Corporations or other political subdivisions may <br />enter into an Agreement with each other for the establishment of a Regional Council <br />consisting of such subdivisions, which Council shall have the powers and duties ; <br />as set forth in said Chapter ; and <br />WHEREAS, this Council hereby determines that the public peace, health, <br />safety and welfare of the City of North Olmsted and its inhabitants will be thereby <br />promoted and preserved by membership of the City in a Regional Council of Govern- <br />ments consisting of municipalities of Cuyahoga County and in the counties ad- <br />jacent thereto established pursuant to Chapter 167 of the Ohio Revised Code ;and <br />WHEREAS, the purpose of the proposed Regional Council of Governments <br />is to foster cooperation between municipalities through sharing of facilities for <br />their common benefit, including the establishment of a Central Collection facility <br />for the purpose of administering the income tax laws of the vario .municipal <br />corporations, which are party to said Agreement, and for the purpose of collecting <br />income taxes on behalf of each such municipal corporation ;and <br />WHEREAS, the Agreement with the Central Collection Agency with the <br />City of Cleveland will terminate on December 31, 1971, and this City desires to <br />join with other cities and villages in the establishment of a central facility for <br />the administration of the D~iunicipal Income Tax laws of the various municipalities, <br />to be operated by such Regional Council of Governments ;and <br />WHEREAS, this Ordinance constitutes an emergency measure for the <br />immediate preservation of the public peace, health and welfare and for the usual <br />daily operation of a municipal department. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, STATE OF OHIO : <br />Section 1. That the Mayor be and he is hereby authorized and directed <br />,,.,t~ <br />to execute a membership Agreement of the Regional Council of Governe3~ants in the <br />form and content presented to this Council, attached to this Ordinance, made a <br />part hereof and marked "Exhibit A" . <br />Section 2. That the Council of the City of North Olmsted declares its <br />intent to participate with the other municipalities which are members of the Regional <br />Council of Governments in the Municipal Tax Collection Agency, and to share the <br />costs thereof, in the manner set forth in the Agreement for establishment of the <br />Regional Council of Governments, and upon said Council being duly established, <br />does hereby approve and authorize the powers and functions of the Board of Trustees <br />of the Municipal Tax Collection Agency, as set forth in i.d Agreement. <br />
