"," <br />.~= <br />70-136 <br />- 7 - <br />of making and preserving all surveys, maps, plans, drawings, and <br />estimates for all public improvements and properties except those <br />parks and recreation facilities which are the responsibility of <br />the Department of Public Safety. He shall enforce all of the <br />obligations of public and privately owned or operated public <br />utilities enforceable by the City. He shall have charge of the <br />collection and disposal of waste. He shall perform such other <br />duties consistent with his office as may be required by this <br />Charter, by ordinance of Council, or as directed by the Mayor. <br />The Department of Public Service shall consist of the follow- <br />ing divisions: <br />A. Division of Engineering <br />(1) The Division of Engineering shall be headed by <br />a City Engineer who shall be registered as a pro- <br />fessional engineer in the State of Ohio. <br />B. Division of Transportation <br />C. Division of Sewers <br />D. Division of Public Service and Properties <br />E. Such other divisions as may be established by ordi- <br />nance of Council." <br />"Article VII, Section 3: Parks and Recreation Co~nission <br />The Parks and Recreation Commission shall consist of seven <br />(7) members who shall serve without compensation. The Mayor, <br />subject to confirmation by Council, shall appoint two (2) members <br />who are qualified electors and residents of North Olmsted and <br />who do not hold any other elected or appointed public office and <br />are not employees of the City. Council shall appoint one (1) <br />member who shall be a Councilman-at-Large and one (1) member <br />who shall be a qualified elector and resident of North Olmsted <br />and who does not hold any other elected or appointed public <br />office and is not an employee of the City. The North Olmsted <br />City School District Board of Education shall appoint one (1) <br />member who shall be a member of such Board of Education and <br />one (1) member who shall be a qualified elector and resident <br />of North Olmsted and who does not hold any other elected or <br />appointed public office and is not an employee of the School <br />District. The Director of Public Safety shall be a member of <br />said Parks and Recreation Commission. Each of the appointed <br />members of said Commission shall be appointed for a term of <br />five (5) years, except that of the six (6) members appointed for <br />the term beginning January 1, 1971, the City Council shall appoint <br />one (1) member for a term of one (1) year and one (1) member for <br />a term of four (4) years, the Board of Education shall appoint <br />one (1) member for a term of two (2) years and one (1) member <br />for a term of five (5) years. In the event that a Board of <br />Education member or Council member, who has been appointed to <br />the Parks and Recreation Commission, ceases to be a member of <br />the Board of Education or Council for any reason, then such <br />appointee's membership on the Parks and Recreation Commission <br />shall terminate forthwith. A vacancy occurring during the term <br />of any member of the Parks and Recreation Commission shall be <br />filled for the remainder of the unexpired term in the manner <br />authorized for the original appointment. The terms of the <br />members of the present Recreation Commission shall expire at <br />the end of the organizational meeting of the Parks and Recrea- <br />tion Commission in January 1971.
