He shall perform such other duties consistent with his office as may be required by this Charter, by ordinance of the Council, or as directed by the Mayor. The Department of Public Safety shall consist of the follow- ing divisions: A. Division of Fire (1) The Division of Fire shall be in the active charge of a chief who shall be responsible for its organi- zation and supervision. B. Division of Police (1) The Division of Police shall be in the active charge of a chief who shall be responsible for its organization and supervision. C., Division of Buildings (1) The Division of Buildings shall be in active charge of the Building Commissioner who shall be respon- sible for its organization and supervision. D. The Director of Public Safety shall appoint an advisory commission, which commission shall consist of not less than five (5) members or more than nine (9) members who shall serve without compensation and of whom two (2) members shall be recom- mended by the Board of Education of the North Olmsted City School District. Such commission shall be appointed on January 2, 1971, shall review juvenile and sociological problems in the comm~mity, and within nine (9) calendar months after such appointment, tender its report to the Director of Public Safety, including any recommendations which it may have for the prevention of juvenile delinquency and for legislation to be submitted on such matters to Council. The members of said commission shall meet from time to time thereafter to make further recommendations as in their judgment are desirable. They shall hold such appoint- ment for a period of five (5) years." "Article V, Section 5: Department of Public Service The Director of Public Service shall have charge of the De- partment of Fublic Service. He shall not hold any other elective or appointive office or other full-time employment, public or private. He shall make all necessary rules and regulations for the government of the department and the divisions thereof. He shall have charge of all engineering, construction, inspection, maintenance, repair and cleaning of all the public improvements and properties except those parks and recreation facilities which are the responsibility of the Department of Public Safety.
