CITY OF NORTH OLMSTED <br />ORDINANCE N'O. 68- 199 <br />.___--- <br />BY <br />AN ORDINANCE ESTABLISHING 713 OF THE CODIFIED ORDINANCE <br />OF THE CITY OF NORTH OLMSTED ENTITLED REGULATIONS AIVD <br />MINIMUN REQUIREMENTS FOR APARTMENT HOUSES, RENTAL <br />DWELLINGS, ROOMInTG HOUSES, DORMITORIES AND ACCESSORY <br />SLEEPING QUARTERS FOR NON-TRAIVSIENTS, CONTAINING 4 OR <br />MORE UNITS. <br />WHEREAS, by Ordinance 68-62 Council repeals Chapter 713 and Council <br />now wishes to establish Chapter 713 concerning the regulations and mirrimum <br />standards for apartment houses, rental dwellings, rooming houses, dormitories <br />and accessory slepping quarters, non-transients in nature. <br />IvOW, THEREFORE, BE IT ORDAINED by the Council of the City of <br />North Olmsted, State of Ohio : <br />Section 1. That Chapter 713 be entitled Regqlations and Non-Transientory <br />rental units containinq 4 or more units. <br />713.01 Definitions <br />Apartment Houses- means a!building containing 4 or more apartments <br />Roomina Houses- a building which has five ( 5) or more rooms, or <br />suites of rooms which are offered for use or are permitted to be used <br />by roomers, or a building containing 1, 2, 3 dwelling units with five <br />( 5) or more paying guests, the majority of whom are roomers residing <br />with a family in any one of such dwelling units. <br />Dormitories - as applied to a room means amom used as accessory <br />sleeping quarters for non-transients. <br />Accessorv-sleepina-auarters- means a spaee or builing which is an <br />accessory to another occupancy, and which is used for sleeping <br />quarters for five ( 5) or more non-transients. <br />Non-transients- means a person who resides in the same building or <br />quarters for a period of thirty ( 30 ) days or more. <br />713.02 Purpose <br />To establish min:imum standards necessary to make all apartments and <br />reatal structures safe, sanitary, free from fire and health darrigers, fit <br />for human habitation and beneficial to the public welfare, to establish <br />minfmum standards governing the maintenance of apartment and rental <br />stiructures in such condition as will not constitute a blighting or de- <br />teriorating influence on the neighborhood and the community, to fix re- <br />sponsibilities for owners and occupants of apartment and rental structures <br />with respect tasanitation, repair and maintenance, to establish enforce- <br />ment procedures, and to fix penalties for violations.
