( c) The use of this emblem shall be restricted to the slow- moving vehicles specified in subsection ( b) and ( f) hereof operating or traveling within the limits of the high- way. Its use on slow-moving vehicles being transported upon other types of vehicles or on any other type of vehicle or stationary object on the highway is prohibited. ( d) No person shall sell, lease, rent or operate any slow- moving vehicle, as defined in subsection ( b) hereof, except those units designed to be completely mounted on a primary power unit, which is manufactured or assembled on or after April 1, 1966, unless such vehicle is equipped with a slow-moving vehicle emblem mounting device as specified in subsection ( b ) hereof. ( e) In addition to the use of the slow-moving vehicle emblem as specified in subsection ( b) hereof, it is permissible to display on the rear of these vehicles a red flashing light which shall be visible from a distance of not less than 500 feet to the rear during the time and under circumstances specified in Section 337. 02.It sha11 be a light approved by the Director of Highway Safety. When a double-faced light is used, it shall display amber light to the front and red light to the rear. ( f) Animal-drawn vehicles which normally travel or are normally used at a speed of lessthantwenty miles an hour shall either cor,nply with subsection ( b) hereof when upon a street or highway or display on the rear thereof devices consisting of reflector materials and a lantern, or a red flashing light, either of which shall be visible from a distance of not less than 500 feet to the rear during the time and under the circumstances specified in Section 337.02. The red flashing liqht, or reflector devices and lantern shall be approved by the I7irector of Highway Safety. ( ORC 4513.11 ) Section 2. That any ordinance or parts of ordinances, or resolutions or parts of resolutions, inconsistent with the provisions of this Ordinance, and especially Ordinance No.65-298, enacted December 21, 1965, are hereby repealed with the effective date of this Ordinance. Section 3. That this Ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, safety, health and welfare by virtue of the fact that Section 337.10 prior to this amendment is in conflict with the provisions of the State Statutes. WHEREFORE, this Ordinance shall take effect and be in force immediately upon its passage, otherwise, at the earliest period allowed by law.
