LOGAN <br />? <br />AN ORDINANCE ESTABLISHING A NEW SECTION 107.14 OF <br />THE CODIFIED ORDINANCES ENTITLED "ESTABLISHMENT OF <br />ETHICS COMMISSION - PROCEDURE UPON CHARGE OF <br />CONFLICT OF INTEREST AND/OR UNETHICAL CONDUCT" OF <br />CHAPTER 107 ENTITLED "CODE OF ETHICS", AS ANiENDED. <br />WHEREAS, this Council deems any charge against any employee <br />of the City, elected or appointed, of conflict of interest and/or <br />unethical conduct to be a very serious charge, and <br />WHEREAS, such a charge, without prior investigation and <br />verification, can injure the reputation of any person so charged, <br />and <br />WHEREAS, it is the desire of this Council to adopt a <br />procedure for investigating such charges. <br />NOW, THEREFORE, BE IT ORDAINED BY THE CaUNCIL OF THE <br />CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATF. OF OHIO: <br />SECTION 1. That there is hereby established a new Section <br />107.14 o t e Co ified Ordinances to be entitled "Establishment <br />of Ethics Commission - Procedure Upon Charge of Interest and/or <br />Unethical Conduct" of Chapter 107 entitled "Code of Ethics", <br />which new.Section 107.14 shall read as follows: <br />107.14 PROCEDURE UPON CHARGE OF CONFLICT OF INTEREST <br />AND/OR UNETHICAL CONDUCT. <br />(a) There is hereby established an Ethic Commission <br />in the City of North Olmsted which shall consist <br />of five (5) members, namely, Finance Director, <br />Director of Law, President of Council, and. one <br />(1) Councilman at Large, and one (1) Ward Council- <br />man, both of whom shall be appointed by a majority <br />vote of Council. Neither the Ward Councilman nor <br />the Council at Large Member shall be of the same <br />political party, unless all members of Council <br />are of the same political party. The Chairman <br />of the Commission shall be a member of said <br />Commission and shall be chosen by the members of <br />that Commission. Commission shall meet within <br />Thirty (30) days after the effective date of this <br />Ordinance to hold an organizational meeting to name <br />its Chairman and further shall hold an organizational <br />meeting in January of each year thereafter. <br />(b) The Ethics Commission established in Subsection (a) <br />hereof shall be charged with the duty of investigating <br />any charge of conflict of interest and/or unethical <br />conduct brought against any appointed or elected <br />official, member of any duly constituted committee <br />or commission, or employee of the City of North <br />Olmsted, pursuant to Chapter 107 of the Codified <br />Ordinances, or any other ordinance adopted by the <br />City. Said Commission shall meet within seventy- <br />two (72) hours of a charge of conflict of interest <br />and/or unethical conduct having been made in writing <br />and placed before the Chairman of the Commission.
