Al1 meetings, <br />except the organizational meeting, shall be private <br />and closed to the public. If, after meeting on a <br />question of conflict of interest and/or unethical <br />conduct on the part of an appointed or elected <br />official, committee or commission member, or <br />employee of the City of North Olmsted, a majority <br />finds probable cause that there is a conflict of <br />interest and/or unethical conduct on the part of <br />an employee, the matter shall be submitted to the <br />Director of Law for advice and opinion. If, after <br />givinghis opinion, any two (2) members disagree <br />with the Director of Law's opinion, the same shall <br />be so stated and the matter shall be submitted to <br />the Ohio Ethics Commission for a further opinion. <br />Said opinion from the Ohio Ethics Commission shall <br />then be final and conclusive and the provisions of <br />Section 107.13 of this Chapter shall then be invoked <br />if a conflict of interest and/or unethical conduct <br />is found to exist. <br />(c) Any elected or appointed official, member of any <br />duly constituted committee or commission, or <br />employee of the City, or member of the Ethics <br />Commission, either bringing a charge or investiga- <br />ting a charge of conflict of interest and/or unethical <br />conduct shall not reveal any such charge until the <br />Ethics Commission has investiga?ed the matter and <br />issued an opinion on same. Failure to do so, on <br />the part of any of the aforesaid individuals shall <br />constitute a violation of Section 107.01 and <br />Section 107.02, and shall be considered to be grounds <br />for disciplinary action under Section 107.13 of this <br />Chapter. <br />(d) In the event that any member of the Ethics Commission <br />shall be charged with a conflict of interest and/or <br />unethical conduct, that charge shall be automomatical.ly <br />referred to the Ohio Ethics Commission for an opinion. <br />If said Commission finds a conflict of interest and/or <br />unethical conduct to exist, the provisions of Section <br />107.13 shall then be invoked for appropriate disciplin- <br />ary action. <br />SECTION 2.
