<br />AN ORDINANCE APPROPRIATING FOUR HUNDRED AND SEVEN THOUSAND
<br />DOLLARS ($407,000.00) FRON1 THE CAPITAL PROJECT FUND (SSES)
<br />FOR COMPLETION OF THE SBVER SYSTEM EVALUATION SURVEY (SSES)
<br />OF THE FACILITY PLAN, AIrID APPROPRIATING FROT1 THE SEWER
<br />REVENUE FUND AND TRANSFERRING TO THE CAPITAL PROJECT FUND
<br />(SSES) THE SUM OF FORT'Y TWO THOUSAND, THREE HUNDRED DOLI,ARS
<br />(42,300.00), AND DECLARING AN 04ERGENCY, AS AMENDED.
<br />Wk-IEREAS, the City of North Olmsted passed Ordinance No. 80-76
<br />authorizing the Mayor to enter into a particular agreement with the firm of
<br />Dalton-Dalton-Newport, Inc., for the purpose of completing the Sewer
<br />System Evaluation Sui'vey (SSES) o_f the Facility P1an, and
<br />WHEREAS, the City of North Olmsted has encountered numerous problems
<br />regarding the sanitary sewer system and pwnp stations, and
<br />WHEREAS, the City of North Olmsted passed Resolution No. 80-68
<br />authorizing the Mayor to initiate an application, and as a result, the City
<br />has been awarded a federal grant by the U. S. Environmental Protection
<br />Agency, and
<br />WHEREAS, the City of North Olmsted has passed Ordinance No. 80-69
<br />and entered into an agreement with the Board of Cuyahoga County Commissioners
<br />for the City to serve as the lead agency in the SSES, and
<br />WHEREAS, the City of North Olmsted has passed Ordinance No. 80-70 and
<br />the City of Fairview Park has passed a Resolution No. 80-23 and entered into
<br />an agreement with the City of North Olmsted for the City of North Olmsted to
<br />serve as the lead agency, and
<br />WHEREAS, it is necessary for the City to perform the Sewer System
<br />Evaluation Survey (SSES) of the Facility Plan which includes surveys, testing,
<br />inspection, and determining cost effective improvements and which must be pre-
<br />pared by an engineering firm, and
<br />WHEREAS, a recent examination of the City by the Siate Auditor has
<br />deternined that the sum of all funds including federal grants received by the
<br />City must be appropriated by Council before certification by the Finance
<br />Director, and
<br />WHEREAS, it is the desire of the Mayor and Council to hire the services
<br />of Dalton-Dalton-Newport, Inc., to perform the Sewer System Evaluation Survey
<br />at a cost not to exceed Three Hundred Sixty-Two Thousand Dollars ($362,000.00)
<br />of which 'I?vo Hundred Seventy-(?ne Thousand Five iiundred Dollars ($271,500.00)
<br />is to be reimbursed through a grant from the United States Environmental
<br />Protection Agency (U.S.EPA) of which Four Thousand Dollars ($4,000.00) will be
<br />reimbursed by the Board of County Commissioners, of which Thirty Thousand
<br />Seven Hundred Dollars ($30,700.00) will be reimbursed by Community Development
<br />Block Grant Funds, of which Thirteen Thousand Five Hundred Dollars ($13,500.00)
<br />will be reimbursed by the U.S.EPA as part of the grant for the force account
<br />work to be performed by the City of North Olmsted Service Department, and
<br />WHEREAS, the balance or anproximately Forty-Two Thousand Three Hundred
<br />Dollars ($42,300.00) of Sewer Revenue Funds is necessary to fund the Dalton-
<br />Dalton-Newport, INc., study, and
<br />WHEREAS, the City of Fairview Park will or has entered into an agreement
<br />with Alexander Kanareff, P.F:., to perform the Sewer System Evaluation Survey
<br />in the North Olmsted study area within Fairview Park for the amount of Sixty
<br />Thousand Dollars ($60,000.00) of which seventy-five percent or Forty-Five
<br />Thousand Dollars ($45,000.00) is to be reimbursed by the U. S. Environmental
<br />Protection Agency.
