? <br />CITY OF NORTH OLMSTED <br />ORDINANCE N0. 81-32 <br />PAGE 2. <br />Upon concurrence of two-thirds of the members of Council, <br />the Council may, after public hearing, remove the Director of <br />Finance from office for his disqualification while in office, for <br />his conviction while in office of a crime involving moral turpitude, <br />or for a violation of his oath of office. Prior to such removal <br />action, the Director of Finance shall be notified in writing of the <br />charge or charges against him at least ten (10) days in advance <br />of any hearing upon such charge or charges and he and his counsel <br />shall be given an opportunity to be heard, present evidence, and <br />examine any witness appearing in support of such charge or charges. <br />He shall serve the Mayor and the Council as finance advisor <br />in connection with municipal affairs, and he may serve as Clerk of <br />Council. In such capacity or capacities, he shall keep the records <br />of said bodies, and shall authenticate a11 records, documents, and <br />instruments of the City on which authentication is proper. The <br />Director of Finance shall examine all payrolls, bills and other <br />claims against the City and shall issue no warrant unless he shall <br />find that the claim is in proper form, correctly computed and duly <br />approved, and that it is due and payable, and that an appropriation <br />has been made therefor; and he shall perform all other duties now <br />or hereafter imposed upon City Auditors or Treasurers by the laws <br />of the State o£ Ohio unless otherwise provided by this Charter, or <br />by ordinance of the Council, and he shall perform such other duties <br />as the Mayor may impose upon him consistent with his office. <br />SECTION 2: That if such amendment is approved by a majority <br />of the electors voting thereon at such election, it shall become <br />effective from and after the time of its approval by the electors. <br />SECTION 3: That the Clerk of Council is hereby authorized <br />and directec o cause a copy of the proposed Charter amendment to <br />be published in sucfi manner as may be authorized by law. <br />SECTION 4: That the Clerk of this Council be and she is <br />hereby aut orize and directed to forward a certified copy of this <br />Ordinance to the Board of Elections of Cuyahoga County. <br />SECTION 5: That the Board of Elections is hereby reauested <br />to cause appropriate notice of such election to be duly given in <br />accordance with law. <br />SECTION 6: That this Ordinance is hereby determined to be <br />an emergency measure necessary £or the immediate preservation of the <br />public peace, property, health and safety of the City and for the <br />furth.er reason that this Ordinance must lae immediately effective <br />in order to permit necessary arrangements to be made in sufficient <br />time for said election; wh.erefore, this Ordinance shall take effect <br />and be in force i:mmediately upon its passage. <br />PASSED. <br />ATTEST: <br />FLORENCE CAMPBELL, CLERK OF COUNCIL <br />D-E-W-EY H.
