? <br /> <br />eow <br />? <br />CITY OF NORTH OLMSTED <br />ORDINANCE N0. 81-24 <br />BY: JAMES LOGAN <br />1 711 <br />I` 1 <br />(I <br />AN ORDINANCE PROVIDING FOR THE SUBMISSION TO <br />THE ELECTORS OF THE CITY OF NORTH OI;MSTED A <br />PROPOSED AMENDMENT TO THE CHARTER OF THE CITY <br />OF NORTH OLMSTED RELATING TO THE APPOINTMENT <br />RATHER THAN THE ELECTION OF A DIRECTOR OF <br />FINANCE, AND DECLARING AN EMERGENCY. <br />WHEREAS, pursuant to the Charter of the City of North Omsted, <br />and the Constitution of the State of Ohio, this Council has determined <br />to authorize and direct the submission to the electors of the City <br />of North Olmsted of a proposed Charter amendment, hereinafter set <br />forth at the Primary Election to be held on June 2, 1981, which <br />election is not less than sixty (60) days nor more than one hundred <br />twenty (120) days from the date of the passage of this Ordinance. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO, Tti1i0-THIRDS OF <br />COUNCIL CONCURRING: <br />SECTION l: That this Council hereby authorizes and directs <br />the submission to the electors of the City of North Olmsted at the <br />Primary Election to be held at the usual places of voting in said <br />City on Tuesday, June 2, 1981, the following proposal to amend the <br />Charter of the City of North Olmsted: <br />Proposal That Article V, Section 3 of the Charter be amended <br />to provl'de for the appointment of the Director of Finance by the Mayor <br />rather than having said position be an elected position. Such amended <br />Section 3 of Article V to read as follows: <br />ARTICLE V <br />ADMINISTRATIVE OFFICERS AND DEPARTMENT <br />SEC. 3 DIRECTOR OF FINANCE. <br />The Director of Finance shall be appoirited by the Mayor in <br />accordance with Article III,Section 5 of this Charter. The removal <br />of said director shall also be in accoxdance with ArticleIII, Section 5. <br />The Director of Finance at the time of his appointment shall have a <br />degree in accounting or finance awarded by an accredited college or <br />university and have a minimum of five years accounting experience <br />immediately preceding his appointment. <br />The Director of Finance sha11 head the Finance Department on <br />a full time basis. He shall serve the Mayor and the Council as Financial <br />Advisor in connection with municipal affairs, and he may serve as <br />Clerk of Council. In such capacity or capacities, he sha11 keep the <br />records of said bodies, and shall authenticate all records, documents <br />and instruments of the City on which authentication is proper. <br />The Director of Finance sha11 examine a11 payrolls, bills <br />and other claims against the City and shall issue no warrant unless <br />he sha11 find that the claim is in proper form, correctly computed <br />and duly approved, and that it is due and payable, and that an appro- <br />priation has been made therefor; and he shall perform all other duties <br />now or hereafter imposed upon City Auditors or Treasurers by the laws
