<br /> <br /> <br />?. 1 <br />, - <br />CITY OF NORTH OLMSTED <br />ORDINANCE N0. 81- 20 <br />BY: JAMES LOGAN <br /> <br />-0. <br />AN ORDINANCE PRQVIDING FOR THE SUBMISSION TO <br />THE ELECTORS OF THE CITY OF NORTH OLMSTED OF <br />A PROPOSED AMENDMENT TO THE CHARTER OF THE <br />CITY OF NORTH OLMSTED RELATING TO THE ESTABLISH- <br />MENT OF A DEPARTMENT OF HUMAN RESOURCES, AND <br />DECLARING AN EMERGENCY. <br />WHEREAS, pursuant to the Charter of the City and the <br />Constitution of the State of Ohio, this Council has determined <br />to authorize and direct the submission to the electors of the <br />City of North Olmsted of a proposed Charter amendment herein- <br />after set forth at the Primary Election to be held on June 2, <br />1981, which election is not less than sixty (60) days nor more <br />than One Hundred Twenty (120) days from the date of passage of <br />this Ordinance. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE <br />CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO, <br />TWO-THIRDS OF ALL MEMBERS CONCURRING: <br />SECTION l. That this Council hereby authorizes and <br />directs t e su mission to the electors of the City of North <br />011sted at the Primary Election to be held at the usual places <br />of voting in said City on Tuesday, June 2, 1981, the following <br />proposal to amend the Charter of the City of North Olmsted: <br />Proposal That Section 1 of Article V of the Charter be <br />amended toinclude therein a new department to be entitled <br />"Department of Human Resources", and further that there be <br />established within Article V, a new section, known as Section 6 <br />entitled "Director of Human Resources", such amended Section 1 of <br />Article V and new Section 6 of Article V to read as follows: <br />ARTICLE V <br />ADMINISTR.ATIVE OFFICERS AND DEPARTMENT <br />SEC. 1. GENERAL PROVISIONS. <br />A Department of Law, a Department of Finance, a Department <br />of Public Safety, a Department of Public Service, and a Department <br />of Human Resources, are hereby established, and the Council shall <br />provide by ordinance for the organization thereof. The Council <br />may establish by ordinance new departments or divisions thereof. <br />Except as to departments of divisions thereof established by the <br />Charter, Council may combine or abolish departments and divisions <br />as it may deem necessary and may authorize one person to lae the <br />head of two or more departments or divisions. Except as otherwise <br />provided by this Charter, all appointments and removals in the <br />several departments shall be made by the respective directors. <br />SEC. 6. DIRECTOR OF HUMAN RESOURCES. <br />The Director of Human Resources shall have charge of the <br />Department of Human Resources. He shall not hold any other <br />elective or appointed office or other full time employment, public <br />or private. He shall be charged taith the duty of providirig a <br />central resource wherein individuals with personal problems can <br />obtain assistance or information concerning the solving of their <br />problems. The Director shall also develop, cultivate, and bring <br />together, the human resources in the community in assisting persons <br />with personal problems. He shall encourage and work with public
