If there are no qualified applicants from the next lower <br />classification, the applicants in other classifications will be <br />considered. <br />Section 4: The City will accept applications from <br />bargaining unit employees for lateral and downward transfers, <br />both within and outside their present department. <br />Section 5: In order to facilitate promotions within the <br />bargaining unit, the City shall implement a job training program <br />for all bargaining unit employees. Upon application in writing <br />by an employee, the City shall guarantee, on the date determined <br />by the City within its management discretion, one eight (8) hour <br />workday of on-the-job training (OJT) per month in a job <br />classification immediately above his own. The eligible on-the- <br />job training (OJT) can be taken in blocks of time of up to three <br />(3) days, but time taken cannot exceed the total allowable time <br />in a one (1) year period. <br />Section 6: An employee awarded a job under Article 19 of <br />this Agreement will be given reasonable help and supervision and <br />shall be allowed a reasonable period of time to qualify but not <br />more than thirty (30) working days. He will be considered to <br />have qualified on the new job when he satisfactorily performs the <br />required duties with no more supervision than is required by <br />27 <br />
