all grievances shall be settled,, if possible, at the lowest step <br />of this Grievance Procedure. <br />For the purposes of this Grievance Procedure, the terms used <br />are defined as follows: <br />a. Grievance - A "grievance" is a dispute or controversy <br />arising from the application or interpretation of the specific and <br />express written provisions of this Agreement. <br />b. Aggrieved Party - The "aggrieved party" is an employee or <br />group of employees within the Bargaining Unit, or the Union, who <br />may file a grievance. <br />c. Party in Interest - A "party in interest" is any employee <br />named in a grievance who is not the aggrieved party. <br />~ ... . <br />~ d.. Days - A "day" is a calendar day, excluding Saturdays, <br />Sundays and Holidays recognized by the Government of the United <br />States of America. <br />•, <br />e. Immediate Supervisor - The person next-in the grievances <br />chain of. command. <br />f. Intermediate Supervisor -The person with responsibility <br />for grievantes immediate supervisor. <br />g. Chain of Command - The "chain of command." shall as ,_r <br />practicably be: Safety Director-Chief-Captain-Lieutenant- <br />Sergeant=Patrolman. <br />The following procedures shall control the administration of <br />this Grievance Procedure: - '~ <br />a.
