<br />? <br />Page 6 of 10 <br />-ATTACHA?.VT A- <br />STATIDARD (JONDITI0M <br />Single Project Subsidy Agreement <br />Litter Control Program <br />Ohio Department of Natural Resources <br />The follawing standard conditions shall apply to all Litter Control Program <br />Subsidy Agreements: <br />A. Use of Grant Funds <br />1. MANTEE's ftmds are to be used only for the purposes and activities <br />covered by the Q2AIVTEE's appraved program and budget. <br />2. Grant funds may not, without prior written approval by the Office of <br />Litter Control, be obli.gated subsequent to the caripletion date of the <br />grant period. <br />3. Grant funds ma.y not be used to supplant or to replace any existing <br />funciing for litter control and recycling activities. <br />4. Grant funds may not be used to fund any recycling center which would <br />duplicate the efforts or adversely affect the economic standing of the <br />recycling and marketing functions already being performed by an agency <br />of the State, municipal corporation, county, township, private <br />industry, or another community recycling center in accordance with <br />provisions of Section 1502.05(J) of the Ohio Revised Code.. <br />5. Purposes for which grant funds are unallowable include, but are not <br />li.mited to, the follawing: <br />a. Beautifica.tion projects (includi.ng plantings, mowing, weeding, <br />etc.) <br />b. Banquets, parties, and other entertairnent functions <br />c. Landfill operation and maintenance <br />d. Land and/or building acquisition <br />e. Indirect costs <br />f. Municipal garbage collection and disposal costs (including energy <br />resource recovery operatians) <br />g. Street sweepers or their equivalents <br />h. Costs otherwise excluded under Chapter 1502 of the Ohio Revised <br />Code or grant program guidelines. <br />B. Use of Cash Donations Received for Tax Credit Pu oses <br />The GRANfEE shall use cash donations received for tax credit purposes <br />pursuant to Section 5 of the Ohio Litter Control Iaw for any purpose <br />identified under Section 1502.05, paragraphs (A) through (K), and in a <br />manner consistent with the same. Said dona.tions may be used at any time <br />whether during or after the effective dates of the grant aiaard. The <br />GRANTEE sha.ll report the use of cash donation funds in both the financial <br />sta.tus reports and the activity performance reports. (Refer to item H," <br />Reporting").
