Prior Approval of Changes <br />The C?tANrEE must obtain prior written approval fram the Office of Litter <br />Control for any significant change of substance in (1) apprcrved program <br />ac.tivities or plans set forth in the application, or (2) changes in the <br />approved budget which exceed the less than five (5) percent discretionary <br />allawance. <br />D. Grantee Financi.al Mana.gement <br />1• The GRANTEE must create a separate account for the grant ftmds and any <br />cash donations received for its litter cantrol program. <br />2• The GRANTEE must establish fiscal control and accounting procedures <br />which will assure proper disbursement of, and accounting for, any <br />grant fimds. This responsibility applies to any third party <br />agreement, e.g. subgrants, contracts, etc. as well as to funds <br />disbursed in direct operations of the GRANTEE. <br />3. Accounting procedures must pravide for an accurate and timely <br />recording of receipt of fimds by saurce, of expenditures made from <br />such funds, and of unexpended balances. Controls must be established <br />which are adequa.te to ensure that expenditures charged to grant <br />activi.ties are for allawable purposes and that documentation is <br />readily available to verif_y that such charges are accurate including <br />the keeping of ciaily time sheets for all funded perscnnel and of£icial <br />receipts for all purchases and charges. The GRANTEE sha.ll keep all <br />records in manner which will provide an audit trail to all <br />expenditures. - <br />4• The GtANTEE must document and notify the Office of Litter Control of <br />all cash donations received for its litter control anci recycl.ing <br />progran as to amount and the name and address of the donor and the <br />date each dona.tion was received. <br />E. Third Party Agreements (Subgrants and Contracts) <br />1. The GRANd'EE may award subgrants and/or enter into contracts for <br />eligible purposes as identified in its approved budget. Where they <br />ha.ve not been so specified, the (RANI'EE shall obtain prior written <br />appraval from the Office of Litter Control before awarding any <br />subgrant or contract. The Office of Litter Control reserves the right <br />to disapprove such awards if they are determined to be inconsistent <br />with the appraved pragram. <br />2. The GRANCEE shall abide by its awn local procurement regulations or <br />standards in subgrant and contract agreements provided that all <br />standards set foxth in this agreement are adhered to in such <br />procurement procedures. <br />3. The QZANI'EE shall retai.n ulticnate responsibility for the gra.nt program <br />and its administration including the submittal of all required reports <br />and documents. Subgrantees and contractors shall be bound by these <br />conditions and all other grant conditions applica.ble under this <br />AtM = in the conduct of the approved program includzng the right <br />of access to and inspection of any related records, books, and <br />facilities, and the use and disposition of any funded equipment. <br />4. The GRM'I'EE shall assure that subgrants awarded for the establishment <br />of new cammumity recycling centers ar the expansion of existing <br />comrninity recycli.ng centers comply with the following. The center <br />must: <br />a. have available suitaUle land or property in or on which to <br />aperate, and ha.ve obtained or be in the process of obtaining <br />any necessary licenses or permits required by an agency af the <br />State, municipal corporation, county or township;
