CITY OF NORTH OLMSTED <br />ORDINANCE N0. 83- 76 <br />BY: DEAN McKAY, JANET SARINGER, & RON WILAMOSKY <br />b4o ?J' 19j3 <br />AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE ELECTORS <br />OF THE CITY OF NORTH OLMSTED OF A PROPOSED Ab?ENDMENT TO <br />THE CHARTER OF THE CITY OF NORTH OLMSTED RELATING TO THE <br />ESTABLISHMENT WITHIN THE DEPARTMENT OF HUMAN RESOURCES, <br />A DIVISION OF AGING, AND DECLARING AN EMERGENCY <br />WHEREAS, pursuant to the Charter of the City and Constitution <br />of the State of Ohio, this Council has determined to authorize and <br />direct the submission to the electors of the City of North Olmsted <br />of a proposed Charter amendment hereinafter set forth at the <br />General Election to be held on November $, 1983, which election is <br />not less than sixty (60) days nor more than One Hundred Twenty <br />(120) days from the date of the passage of this Ordinance. <br />NOW, THEREFORE, SE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO, TWQ-THIRDS OF <br />ALL MEMBERS CONCURRING: <br />SECTION 1: That this Council hereby authorizes and directs <br />the su?6m ssion to the electors of the City of North Olmsted at the <br />General Election to be held at the usual places of voting in the <br />City on Tuesday, November 8, 1983, the following proposal to <br />amend the Charter of the City of North Olmsted: <br />Proposal That Section 6 of Article V of the Charter entitled <br />"Director of Human Resources" be amended to include therein a <br />new paragraph providing for the establishment of a division on <br />aging, which paragraph shall be designated Paragraph B and the <br />existing provisions thereof shall be designated Paragraph A, <br />such amended Section 6 of Article V to read as follows: <br />ARTICLE V <br />SECTION 6. DIRECTOR OF HUMAN RESOURCES. <br />A. The Director of Human Resources shall have charge of the <br />Department of Human Resources. He shall not hold any other <br />elective or appointed office or other full time employment, public <br />or private. He shall be charged with the duty of providing a <br />central resource wherein individuals with personal problems can <br />obtain assistance or information concerning the solving of their <br />problems. The Director shall also develop, cultivate, and bring <br />together, the human resources in the community in assisting persons <br />with personal problems. He shall encourage and work with public <br />and private agencies in establishing facilities and programs <br />within the City that deal with the needs such as marrage and <br />family counseling, problems of inentally or physically handicapped <br />persons, and shall further direct or bring together individuals <br />willing to donate their time or services in helping others with <br />various personal problems. He shall perform such other duties <br />consistent with his office and may be required by this Charter, by <br />ordinance of Council, or as directed by the Mayor.
