The Clerk of Council and the secretary of the <br />Civil Service Commission. <br />5. Superintendent, Assistant Superintendent, <br />Department Heads and Assistants to Department <br />Heads, except the Police Chief and Fire Chief. <br />6. All unskilled laborers. <br />7. Three secretaries, assistants or clerks to the <br />Mayor, one (1) secretary to each Director or <br />Department Head, and all temporary part-time <br />office help. <br />B. The Classified Service shall comprise all positions <br />not specifically included in this Charter in the <br />Unclassified Service. <br />That existing Section 4 of Article VI of the Charter be <br />amended to read as follows: <br />SECTION 4: PROCEDURE <br />The Civil Service Commission of the City of North Olmsted <br />shall prescribe and enforce rules for the Classified Service. <br />keep a record of its proceeding and examination, which shall be <br />open to public inspection, and shall in all matters conduct its <br />aff2irs in accordance with the rules adopted under the provisions <br />of Section 3 of this Article, unless otherwise provided for by <br />ordinance of this City. In all promotional examinations, the <br />Civil Service Commission of the City of North Olmsted shall <br />certify to the appointing officer after examination, the name of <br />the top applicant to the position open by promotion and the <br />appointing officer shall appoint the said top applicant in all <br />cases to the position to be filled by promotion. <br />SECTION 2: If the foregoing proposal receives the <br />affirmative vote of the majority of the electors voting thereon, <br />then existing Sections 3 and 4 of Article VI shall be and the <br />same is hereby repealed effective as of the date on which such <br />amendment becomes effective. <br />SECTION 3: That it is the desire of the Council that the <br />ballot for said question shall be in the following form: <br />PROPOSED CHARTER AMENDMENT <br />A majority affirmative vote is necessary for passage. <br />Shall Sections 3 and 4 of Article VI of the Charter be <br />amended to more specifically set out the rule making <br />authority of the Civil Service Commission as it relates to <br />Section 3 of Article VI and to more specifically set out the <br />procedure to be followed by the Civil Service Commission in <br />conducting its affairs as it relates to Section 4 of Article <br />VI. <br />?
