' • ' ? ?' ? <br />. _ • <br />,`• resources or reserves, and other uses, both tangible and <br />intangible, as specified by state or federal law. <br />(9) "Biochemical oxygen demand (BOD)" means the quantity of oxy- <br />gen utilized in the biochemical oxidation of organic matter <br />under standard laboratory procedure in five (5) days at 200 <br />Centrigrade expressed in terms of weight and concentration <br />(milligrams per liter [mg11]). Laboratory procedures shall <br />be in accordance with the lastest edition of Standard Methocis <br />for the Examination of Water and Wastewater, as defined in <br />Section 911.03 (81) . <br />(10) "Building Commissioner" or "Building Administrator" shall be <br />the Building Commissioner of the City, or his authorized <br />deputy, agent, or representative. <br />(11) "Building drain" is that part of the lowest horizontal piping <br />of a drainage system which received the discharge from soil, <br />waste, and other drainage pipes inside the walls of a build- <br />ing and conveys it to the sewer, beginning outside the inner <br />face of the building wall. <br />(12) "Building sewer" is the extension from the building drain to <br />the municipal sewer or other place of disposal. <br />(13) "Capital cost" is that portion of the cost of the sewage <br />treatment system which is directly attributable to the cost <br />of principle and interest obligations issued to finance <br />acquisition and construction of the wastewater system. <br />(14) "Chemical oxygen demand (COD)" means the quantity of oxygen <br />utilized in the chemical oxidation of organic matter uncier <br />standard laboratory procedures, expressed in terms of parts <br />per million by weight in accordance with procedures set forth <br />in Standard Methods as defined in Section 911.03(82). <br />(15) "Chlorine requirement" is the amount of chlorine, in parts <br />per million by weight, which must be added to sewage to pro- <br />duce a specified residual chlorine content, or to meet the <br />requirements of some other objectives, in accordance with <br />_ procedures set forth in Standard Methods as defined in <br />Section 911.03(82). <br />(16) "City" shall mean the City of North Olmsted, Ohio. <br />(17) "City Engineer" shall mean the City Engineer of the City, or <br />his duly authorized agent or representative. <br />(16) "Commercial user", for purposes of system charges, is any <br />aggregation of space, office, laundry, restaurant, stores, <br />shops, apartments, and other like units, which is equipped <br />with one or more water fixtures draining into the wastewater <br />-3-
