' • ,?. ? ? <br /> <br />Applicable concentrations shall be based upon average concentra- <br />tions weighted in proportion to volume of flow, determined during each <br />billing revised by the most practicable method possible. <br />Review and acceptance of the Service Director shall be obtained <br />prior to the discharge into the public sewers of any waters or wastes <br />having: <br />(a) A five-day 20-degree Centigrade biochemical oxygen demand <br />(BOD) greater than 200 ppm; <br />(b) A Suspended Solids (TSS) content greater than 250 ppm; <br />(c) An ether-soluble matter, oil and grease, content greater than <br />100 ppm; or <br />(d) A chlorine requirement greater than 50 ppm, or <br />(e) Any substance having a quantity greater than the <br />characteristics described in Section 917.02 (f). <br />911.12 I NU URY OF SE WAGE WORKS. <br />No unauthorized person shall maliciously, willfully or negligently <br />break, damage, destroy, uncover, deface or tamper with any structure, <br />appurtenance or equipment which is part of the sewage disposal sys- <br />tem. Any person violating this provision shall be subject to immedi- <br />ate arrest under a charge of disorderly conduct. <br />911.13 POWERS AND AUTHORITY OF INSPECTORS. <br />(a) The Service Director, Building Commissioner and City Engineer <br />and other duly authorized employees bearing proper credentials anct <br />identification shall present same to the owner, agent or present <br />occupant of properties within the City before entering for the purpose <br />of inspection, observation, measurement, sampling and testing, in <br />accordance with the provisions of this chapter. The Service Director, <br />Building Commissioner and City Engineer or his representative shall <br />also obtain and present a proper search warrant if the owner, agent or <br />present occupant requests same. A request by the owner, agent or <br />present occupant that the Service Director, Building Commissioner and <br />City Engineer or his representative obtain to a search warrant is an <br />exercisable right of the requesting party and shall not constitute <br />failure to cooperate for the purpose of this section nor shall it <br />constitute a failure to comply with the provisions of these codified <br />ordinances. The Service Director, Building Commissioner and City <br />Engineer or his representatives shall have no authority to inquire <br />into any processes, including metallurgical, chemical, oil, refining, <br />ceramic, paper or other industries beyond that point of having a <br />direct bearing on the kind and source of discharge into the sewers or <br />water ways to facilities for waste treatment. <br />-27-
