. • ` : ' ' <br />? <br />? <br />(b) While performing the necessary work on private properties <br />referred to in subsection (a) hereof, the Service Director, Building <br />Commissioner and City Engineer or duly authorized employee of the City <br />shall observe all safety rules applicable to the premises established <br />by the owner and the owner shall be held harmless for injury or death <br />to the City employees and the City shall indemnify the owner against <br />liability claims and demands for personal injury or property damage <br />asserted against the company and growing out of the gauging and <br />sampling operation, except as such may be caused by negligence or <br />failure of the company to maintain safe conditions as required in <br />Section 911.09(g). <br />(c) The Service Director, Building Commissioner and City Engineer <br />and other duly authorized employees of the City bearing proper <br />credentials and identification shall be permitted to enter all private <br />properties through which the City holds a duly negotiated easement for <br />the purpose of, but not limited to, inspection, observation, <br />measurement, sampling, repair and maintenance of any portion of the <br />sewage works lying within such easement. All entry and subsequent <br />work, if any, on such easement shall be done in full accordance with <br />the terms of the duly negotiated easement pertaining to the private <br />property involved. <br />911.14 REPEAL OF CONFLICTING ORDINANCES. <br />All ordinances or parts of ordinances, or regulations or parts of <br />regulations in conflict with this chapter are hereby repealed. <br />911.15 INVALIDITY AND SEPARABILITY. <br />Invalidity of any section, clause, sentence or provision in this <br />chapter shall not affect the validity of any other section, clause, <br />sentence or provision of this chapter or subsequent; Chapter 915, User <br />Charge System; Chapter 917, Industrial Pretreatment; and Chapter 919, <br />Roadside Ditches. <br />911.16 FEES CREDITED TO SEWER REVENUE FUND OR BUILDING DEPARTMENT <br />FUND. <br />Al1 money received from licenses and permit fees under the provi- <br />sions of this chapter shall be credited to the Sewer Revenue Fund or <br />Building Department Fund in accordance with the ordinances of the City. <br />911.17 GRIEVANCES AND APPEALS. <br />Users connected to public sewers or to a private sewage disposal <br />system will have an opportunity to express complaints an8 grievances <br />to the Service Director. Further appeals may be presented to and <br />investigated by the Environmental Committee, Building Commissioner, <br />and Finance Director. If, in their collective opinion, the grievances <br />are justified, an administrative mociification may be issued to remove <br />the cause of the complaint. <br />-28-
