The expense of such discontinuance, removal or closing, as well as <br />the expense of restoring service and any damages therefrom, shall <br />likewise be a debt due the City and a lien upon the property, and may <br />be recovered by a civil action in the name of the City against the <br />property owner, the person or both. <br />915.16 RESTORATION OF SERVICE. <br />Water or sewer service shall not be restored until all charges, <br />including the expense of removal, closing and restoration, have been <br />paid. <br />- 915.17 CHANGE IN OWNERSHIP OR OCCUPANCY. <br />Change of ownership or occupancy of premises found delinquent <br />shall not be cause for reducing or eliminating the charges in Section <br />915.14 and 915.15. <br />915.99 PENALTY. <br />Any person who fails to perform any act required under this Chap- <br />ter or any person who performs an act forbidden by this Chapter shall <br />be fined not more than five hundred dollars ($500.00). Each day of <br />any such violation shall constitute a separate offense. <br />a <br />-9-
