' ' . , • 4,, „?,,, <br />It will not be necessary to annex to the City in order to <br />receive the City sanitary sewer services so long as said outside users <br />are within the City sanitary sewer service collection area. <br />Nobody, including the City, shall subsidize the cost of aperat- <br />ing, maintaining or replacement of the sewage disposal system. All <br />users shall be subject to the rules and regulations set forth in Chapter <br />911, Sewers Generally; Chapter 915, User Charge System; Chapter 917, <br />Industrial Pretreatment; and Chapter 919, Sewer Construction. <br />915.04 USER CHARGES. <br />Charges for wastewater services shall be determined in accordance <br />with the terms of this Chapter and shall not be provided without <br />charge to any uses of said wastewater services. <br />User charges shall be determined on the basis of each individual <br />users total units (Mcf) of water consumption as shown by the records <br />of the Water Department of the City of Cleveland, or as required by <br />Section 915.09, times the applicable user charge rate. <br />User charge rates will be proportionate to the sewage disposal <br />system OM&R costs incurred plus a charge to recover share of capital <br />costs for sewage treatment plant improvements. <br />The user charge rates for wastewater services will be computed by <br />addin9 the following component cost rates: treatment cost rate (TR), <br />collection system cost rate (CSR), new debt service cost rate (NDR), <br />and existing debt service cost rate (EDR). User charge rates shall be subject to an annual review in accord- <br />ance with Section 915.045 of the Codified Ordinances. <br />(a) Treatment Cost Rate (TR) <br />A proportionate rate for the treatment of sewage shall be <br />charged to all users receiving wastewater services based on <br />the following formula: <br />A <br />TR = SWC <br />Where: A= Total annual wastewater treatment plant opera- <br />tion, maintenance and replacement costs <br />SWC = Total annual system water consumption in <br />thousand cubic f eet (MGF) <br />-2-
