<br />? <br />? . • <br />' <br />? . <br />_ ?« .,?; <br />This annual review shall be further documented by the annual <br />report of the Finance Director anc] Service Director being placed into <br />the minutes of the Council of the City at a regularly scheduled <br />meeting. Council shall thereafter review said recommendations and <br />appropriate legislation to adjust the user charges. <br />It shall be the policy of the City to pay the capital costs, con- <br />sisting of principal and interest on indebtedness to construct the <br />Wastewater Treatment Plant through general tax revenue moneys until <br />such time as said payments become economically unfeasible. The feasi- <br />bility of said payments shall be determined by the Finance Director. <br />Followin9 the annual review, in conjunction with a regular bill, <br />each user shall be notified of the rate adjustments and that portion <br />of the sewer service charge which is attributable to OM&R costs of <br />wastewater treatment services. <br />915.05 BILLING OF USER CHARGES: GENERAL. <br />The user charges levied and the rates established by Section <br />915.04 shall take effect immediately and shall be billed quarterly <br />thereaf ter and be payable within ten days af ter billing. Any premises <br />making connection with the system after the beginning of any billing <br />period shall be charged a per diem prorated amount based upon the <br />quarterly charge applicable, from the time such connection is made <br />until the commencement of the next following billing period applicable <br />to such premises. In case of failure to pay any bill for sewer char- <br />ges when due, a penalty of ten percent of such charge shall be added <br />to such bill. <br />915.06 BILLING OF USER CHARGES: CLEVELAND WATER DEPARTMEN'P. <br />Those properties receiving their water supply from the Cleveland <br />Water Department and connected to the City sewage disposal system <br />shall be billed for user charges in accordance with the charges herein <br />provided by the Cleveland Water Department on their regular water bill <br />and the Cleveland Water Department shall collect, in addition thereto, <br />from the consumer a charge per billing on such bill, at the prevailing <br />charge as duly established by the City of Cleveland. <br />915.07 SURiCHARGE REGULATIONS. <br />(a) Normal Concentrations. Al1 persons discharging industrial <br />waste into the public sewers shall be subjected to a surcharge, in <br />addition to any other sewer user charges, if these wastes have a <br />concentration greater than the following normal concentrations as <br />stated in Section 911.11 (a) and (b) of the Codified Ordinances. <br />(b) Items Contained in Surcharge. The amount of surcharge shall <br />reflect the cost incurred by the City in removing the excess biochemi- <br />cal oxygen demand (BOD) and Suspended Solids (TSS) of the waste load. <br />This surcharge shall include a proportionate share of the annual cost <br />of operation of the sewage treatment plant, including repairs and <br />maintenance and the cost of administering this Chapter. <br />-5-
