Council shall thereafter review said recommendations and appropriate legislation to adjust the user charges. It shall be the policy of the City to pay the capital costs, con- sisting of principal and interest on indebtedness to construct the Wastewater Treatment Plant through general tax revenue moneys until such time as said payments become economically unfeasible. The feasi- bility of said payments shall be determined by the Finance Director. Followin9 the annual review, in conjunction with a regular bill, each user shall be notified of the rate adjustments and that portion of the sewer service charge which is attributable to OM&R costs of wastewater treatment services. 915.05 BILLING OF USER CHARGES: GENERAL. The user charges levied and the rates established by Section 915.04 shall take effect immediately and shall be billed quarterly thereaf ter and be payable within ten days af ter billing. Any premises making connection with the system after the beginning of any billing period shall be charged a per diem prorated amount based upon the quarterly charge applicable, from the time such connection is made until the commencement of the next following billing period applicable to such premises. In case of failure to pay any bill for sewer char- ges when due, a penalty of ten percent of such charge shall be added to such bill. 915.06 BILLING OF USER CHARGES: CLEVELAND WATER DEPARTMEN'P. Those properties receiving their water supply from the Cleveland Water Department and connected to the City sewage disposal system shall be billed for user charges in accordance with the charges herein provided by the Cleveland Water Department on their regular water bill and the Cleveland Water Department shall collect, in addition thereto, from the consumer a charge per billing on such bill, at the prevailing charge as duly established by the City of Cleveland. 915.07 SURiCHARGE REGULATIONS. (a) Normal Concentrations. Al1 persons discharging industrial waste into the public sewers shall be subjected to a surcharge, in addition to any other sewer user charges, if these wastes have a concentration greater than the following normal concentrations as stated in Section 911.11 (a) and (b) of the Codified Ordinances. (b) Items Contained in Surcharge. The amount of surcharge shall reflect the cost incurred by the City in removing the excess biochemi- cal oxygen demand (BOD) and Suspended Solids (TSS) of the waste load. This surcharge shall include a proportionate share of the annual cost of operation of the sewage treatment plant, including repairs and maintenance and the cost of administering this Chapter. -5-
