. . , t <br />r <br />, 915.08 MEASUREMENT OF SURCHARGE FLOW; WATER METERS. <br />The volume of flow used for computing industrial waste surcharges <br />shall be the be the metered volume of sewage discharged from the user <br />to the sewage disposal system per billing period in 100 cubic feet <br />tfines 0.00624 or the metered water consumption of the person per <br />billing period as shown in the records of ineter readings maintained by <br />the City itself or through the Cleveland Water Department. <br />If the person discharging industrial wastes into the public sewers <br />procures any part or all of his water from sources other than the City <br />water system, all or part of which is discharged into the public sew- <br />ers, the person shall install and maintain at his expense water meters <br />of a type approved by the Service Director for the purpose of <br />determining the volume of water obtained from those other sources and <br />discharged into the public sewers. <br />915.09 MEASUREM,ENT OF SURCHARGE FLOW; SPECIAL METERS. <br />Devices for measuring the volume of waste discharged may be <br />required by the Service Director if these volumes cannot otherwise be <br />determined from the metered water consumption records. <br />Metering devices for determining the volume of waste shall be <br />installed, owned and maintained by the person. Following approval and <br />installation, such meters may not be removed without the consent of <br />the Service Director. <br />915.10 SURCHARGE COMPUTATION. <br />(a) Surcharges for excessive pollutant loadings shall be <br />chargeable each billing period during the calendar year and <br />shall be based upon the following values for that calendar <br />year; <br />(1) estimated total operation, maintenance and replacement <br />expenses attributed to the Sewer Treatment Plant <br />pursuant to Section 915.04(a)(A); <br />(2) estimated total pounds per day of BOD received at the <br />plant determined by the average daily plant flow <br />(million gallons per day) times the average daily <br />concentration of BOD (milligrams per liter) times 8.34; <br />(3) estimated total pounds per day of TSS received at the <br />plant determined by the average daily plant flow <br />(million gallons per day) times the average daily <br />concentration of TSS (milligrams per liter) times 8.34. <br />Data not available shall be estimated in the most practical manner <br />possible. <br />-6-
