, ? 1 • 1 ` <br />(b) The excessive pounds of BOD subject to surcharge per billing <br />period equals: [Average concentration of BOD, calculated <br />pursuant to Section 911.11 (in milligrams per liter) minus <br />the maximum allowable BOD concentration per Section <br />911.11(a)j times the volume of flow pursuant to Section <br />915.08 or 95.09 times .00624. <br />(c) The excessive pounds of TSS per billing subject to surcharge <br />equals: [Average concentration of TSS, calculated pursuant <br />to Section 911.11, in PPM minus the maximum allowable TSS <br />concentration in Section 911.11(b)] times the volume of flow <br />pursuant to Section 915.08 or 915.09 times .00624. <br />(d) The unit rate of charge, in dollars per pound, for BOD <br />equals: the value of Section 915.10(a) (1) times 0.35 divided <br />by the value of Section 915.10 (a) (2) times 365. <br />(e) The unit rate of charge, in dollars per pound, for TSS <br />equals: the value of Section 915.10(a)(1) times 0.55 divided <br />by the value of Section 915.10(a)(3) times 365. <br />(f) The surcharge per billing period for excessive pounds of BOD <br />discharged into the Sewage Disposal System equals: the value <br />pursuant to Section 915.10(b) times the value pursuant to <br />Section 915.10(d). <br />(g) The surcharge per billing period for excessive pounds of TSS <br />discharged into the Sewage Disposal System equals: the <br />Value pursuant to Section 915.10(c) times the value pursuant <br />to Section 915.10(e). <br />915.11 SURCHARGE RATES: REVIEW AND REVISION. <br />The unit rates of surcharge pursuant to Section 915.10(d) or (e) <br />shall be reviewed annually by the Finance Director and Service <br />Director and shall be amended from time to time by Council upon the <br />recommendation of the Service Director applying the formulae set forth <br />in Section 915.10. The purpose of the rate review shall be to deter- <br />mine whether or not the rates are sufficient to defray the wastewater <br />treatment plant O,M&R costs as determined from the wastewater <br />treatment plant records. If the difference between the revenue <br />derived from the rates of surcharge and the tatal annual cost is <br />sufficient to justify an increase or decrease in the rates the Service <br />Director shall make the appropriate recommendation to Council <br />requesting said rates be amended. <br />915.12 SURCHARGE BILLING. <br />Industrial waste surcharges provided for in this Chapter shall be <br />billed by the City as a separate charge over and above the regular <br />bill for sewer use charges and shall be payable in four quarterly pay- <br />ments each year. <br />-7-
