CITY OF NORTH OLMSTED <br />RESOLUTION N0. 86-129 <br />BY: THE MAYOR AD1D THE ENTIRE COUNCIL <br />A RESOLUTION URGING THE GOVERNOR OF THE STATE OF OHIO TO <br />SUPPORT AND THE GENERAL ASSEriBLY TO ENACT LEGISLATION <br />PROVIDING FOR THE DISTRIBUTION OF SALES TAX REVENUE, FOR <br />TRANSIT PURPOSES, ON AN EQUITABLE BASIS TO TRANSIT <br />AUTHORITIES LOCATED WITHIN A COUNTY THAT ARE LESS THAN <br />COUNTY WIDE IN AREA, AND DECLARING AN EMERGENCY, <br />WHEREAS, in the mid 1970's, there was a great deal of activity in <br />consolidating transit operations into Regional Systems throughout Ohio; <br />and <br />WHEREAS, it was believed at that time that consolidation of various <br />operators into single unif ied systems was in the best interest of the <br />riding public; and <br />WHEREAS, it has been discovered since 1975 that single unified systems <br />are without competition in the area of service or cost resulting in <br />deterioration of service and escalation of cost; and <br />WHEREAS, communities in Cuyahoga County who have in effect given up <br />their franchise right to operate transit systems in favor of the existing <br />Regional Transit Authority may now wish to form smaller than county Transit <br />Authorities to meet their own existing transit needs; and <br />WHEREAS, Ohio law, although permitting smaller (less than county) <br />Regional Systems, only permits sales tax funding on a county wide basis <br />with no formula to allocate tax money to less than county systems; and <br />WHEREAS, it is anticipated that the State of Ohio and its residents <br />would best be served by publicly owned transit systems that are smaller and <br />less expensive, who utilize private sector providers in delivering transit <br />service and at the same time have the benefit of tax subsidy on an <br />equitable basis.; and <br />WHEREAS, the Administration and Council urges the Governor to promote, <br />and the General Assembly to revise, the existing laws to promote <br />competition in the transit industry through smaller than county transit <br />systems in cooperation with private sector providers sharing an equitable <br />portion of County wide sales tax revenue.
