If a homeowner is acting as a general contractor, all subcontractors must be registered and/or licensed and obtain the permits that may be required for the work they perform. (e) Copies of contracts may be required by the building official to substantiate costs and establish who is responsible for different phases of the project. SECTION 3: That the rates established herein shall be effective retroactive to July 21, 1987. SECTION 4: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare and for the further reason that it is immediately necessary to update the existing code section to make it consistent with prevailing conditions and further, provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its passage and approval by the Mayor.
