Employees shall be recalled to their classification <br />in accordance with seniority or to other jobs they are qualified <br />to perform in accordance with their seniority in the reverse <br />order of their lay-off. An employee on lay-off will be given <br />seven (7) calendar days' notice of recall from the date on <br />which the United States Postal Service makes the first attempt <br />to deliver the recall notice by certified mail to the employee's <br />last known address as shown on the City's records. This period <br />.~- <br />may be extended by agreement between the City and the Union. T -- <br />PROMOTIONS, BIDDING, TRANSFERS AND JOB TRAINING --~ <br />42. When a vacancy occurs within a job classification <br />covered by the terms of this Memorandum, or a new job is created- <br />within the meaning of Paragraph 55 of this Memorandum,. the City <br />shall post a notice of the opening for seven (7) consecutive <br />calendar days on bulletin boards within each department. The -- <br />notice shall contain the job classification, title, rate of pay, <br />department and a brief job description. Any employee may apply <br />for any such opening posted by filing a written application on <br />forms provided by the City, with the appropriate Director on <br />or before the last day of the posting period. Any application <br />not timely filed need not be given consideration. <br />43. All timely applications will be reviewed by_the City and <br />the job shall be awarded within five (5) working days to the most <br />senior qualified applicant. If two or more employees have sub- <br />stantially equal skill, ability and experience, then seniority <br />shall govern. If.no employee who applies has the necessary skill <br />or ability, the City shall have the authority to .hire outside the <br />bargaining unit. <br />44. An employee awarded a job under Paragraph 43 of this <br />Memorandum will be given reasonable help and supervision and <br />shall be allowed a reasonable period of time to qualify but not <br />more than thirty (30) working days. He will be considered to have <br />qualified on the new job when he satisfactorily performs the re- <br />quired duties with no more supervision than is required by other <br />-17- <br />
