<br />C ~ <br />authority to recommend the proper rate of pay for the job or <br />he shall recommend placing the job within the rate of pay <br />for that classification. Any decision of the arbitrator <br />shall be submitted to the Council of the City of North Olmsted. <br />The Council shall have thirty (30) days to review said deci- <br />sion within which time they may, by a two-thirds vote (or S <br />votes) of all members of Council, reject the arbitrator's <br />recommendation. If the Council fails to reject the recom- <br />mendation by the required vote, then the arbitrator's - <br />~_ <br />recommendation shall become final and binding and the rate T . <br />of pay shall be retroactive to the commencement of discus- ~.__ <br />sions between the Union and the City in accordance with this <br />paragraph. Any rate and classification agreed to by the City - <br />and the Union or recommended as provided herein by an arbi- <br />trator and not rejected by Council shall become part of the <br />wage schedule to this Memorandum of Understanding. In the <br />event the Council rejects the arbitrator's recommendation, <br />as herein before provided, the initial procedure of this <br />paragraph shall be reinstituted until a recommendation is <br />accepted or an agreement is reached. The City shall not <br />arbitrarily or capriciously reclassify employees or change <br />job descriptions during the life of this agreement. <br />HOSPITALIZATION <br />SS. The City will provide for active full-time regular <br />employees medical, surgical and hospitalization insurance at <br />the same level of coverage in effect on December 31, 1986. <br />The premiums for single person and family coverage will be <br />paid by the City until July 18, 1989. The employees will <br />have ten dollars ($10.00) deducted from their paychecks on <br />the first pay of the month, starting January of 1987, as <br />their contribution to the cost of insurance. This provision <br />shall only ~e effective if Safety Forces of the City make the <br />same form of contribution to their health insurance, by <br />accepting a deductible on benefits or contributing .toward <br />premium payments. <br />- 21 - <br />
